**[POSITION SUMMARY [Under limited supervision, this position performs a variety of human resources functions and tasks, including recruiting, onboarding, setting up new employees for payroll and benefits, evaluating and recommending modifications to employee benefits, and assisting with discipline, collective bargaining negotiations, and other human resources functions as needed. These functions include compiling, preparing, and maintaining human resources data and records, and ensuring that all human resources data are recorded in accordance with established policies, procedures, and Minnesota state law.

  • Performs or assists with the completion of multiple human resources tasks, such as recruiting, onboarding, enrolling new employees, making benefit information available, collecting employee information, filing employees personal data, organizing personnel folders, and preparing employee notifications.
  • Assists with modifying policies related to human resources.
  • Assists with tracking key performance indicators for Moorhead Public Services (MPS) human resources, safety, records management, and administrative functions, as well as assessing MPS success and market competitiveness based upon these metrics.
  • Coordinates personnel recruitment and the selection process.
  • Coordinates, analyzes, and researches compensation and benefit programs and annual open enrollments; and educates potential employees, active employees, and retirees on benefit plans.
  • Assists with developing, evaluating, and maintaining job descriptions; conducts analyses and classification studies; and assists the management team by providing information for MPS Base Pay Structure, as well as administering compensation according to the labor agreements.
  • Coordinates with the General Manager to negotiate labor agreements, research and prepare proposals and responses, and interpret labor agreements.
  • Establishes, processes, and maintains payroll information, records, reports, and Workers Compensation information.
  • Coordinates compliance with Minnesota government data practices with respect to MPS human resources data.
  • Works with Microsoft Great Plains, or other software, for human resources functions.
  • Coordinates the hiring, discharge, and discipline processes for MPS.
  • Assists with human resource-related annual budget preparation.
  • Completes payroll in the absence of the Accounting Technician.
  • Attends Safety Committee meetings as the management liaison, as assigned, and reports monthly to management staff.
  • Performs other duties as requested.
