What you can expect to do here:

  • Ensure appropriate HSEQ support, resourcing, advice, and guidance is given to primarily major projects (risk level 4-5 projects) across all sectors within WSP Canada Operations. This includes collaborating with business sector leaders, project managers and other operational teams in supporting business development efforts, project pursuit, contract review, planning, resourcing, and execution of major projects.

  • Stay up to date on major client HSEQ needs and trends to ensure appropriate resourcing, skills, systems, and programs are available to projects.

  • Lead the development of client and project specific HSEQ plans, systems, data tracking, KPIs, analysis, and training as required by major projects (typically risk level 4-5 projects). Ensure that project plans and systems developed for major projects meet client expectations but also meet or exceed WSP expectations.

  • Collaborating with the Director, HSEQ Program, manage governance and development of a suite of project specific plans, systems and tools that can be adapted to major client needs as required. This is including safety managements systems, learning management systems, data management systems etc.

  • Support lower-level projects (risk level 1-3 projects) as required by the Director, HSE Operations especially as it pertains to projects that may have delegation of authority (Prime Contractor needs) to WSP or other unique HSEQ field challenges.

  • Lead the Major and Key Client Program from an HSEQ perspective. Networking and advising the Major Client Program team with specialist HSEQ advice on major clients in the energy, transportation, buildings and other sectors.

  • Represent WSP from an HSEQ perspective in key client meetings and project pursuit meetings with senior Leaders, project managers and colleagues as required.

  • Collaborate with Major Project Delivery Excellence team in improving project delivery tools.

  • Utilize company Pipeline tool to understand and seek opportunities in major project pursuit and delivery.

  • Work in collaboration with the WSP procurement team to qualify subcontractors through the WSP subcontractor management tool. Manage external and client specific prequalification tools such as ISN, Cognibox and other proprietary systems to ensure WSP stays compliant with these systems.

  • Sourcing and leadership of all the HSEQ Major Project HSE Support personnel (Site Health and Safety Officers, specialists, SMEs, managers etc.) and HSE Specialists (Subcontractor, Contract) and Coordinator/Analyst (Data and Administration - Project Support) to develop the competence through continuous learning (i.e., HSEQ Training), feedback on their performance, and coaching on areas to improve. Project resources will be hard line reporting to this role, while having day to day dotted line reporting to projects.

  • Set HSE Team’s (Specialist/Coordinator/Analyst/Major Project HSE Support) personal performance objectives both in line with their development needs and the objectives set by the HSEQ department.

  • Be responsible for aspects of people management including but not limited to: recruitment, compensation, succession, performance management, talent, and leadership development.

  • Ensure that while the key support provided by the HSEQ Team meets or exceeds the client or project needs, it is aligned with WSP HSEQ Management Systems (i.e. Policy, Programs, Procedures and Processes), WSP’s Project Delivery Lifecycle, Hierarchy of Controls (HoC), provincial regulatory requirements and HSEQ department objectives.

  • Ensure consistency of the HSEQ Team (Specialist/Coordinator/Analyst/Major Project HSE Support) and holds employees accountable to the HSEQ Management System.

  • Ensure project or client specific programs, systems or tools that are developed are appropriately controlled and documented to ensure they do not penetrate areas of the business that they are not relevant too and cause confusion between corporate programs and initiatives.

  • Visit the workplace and observe how the work is done, how risks are identified and mitigated through the HoC and verify with the workers that the means at their disposal are sufficient, adequate & effective.

  • Liaise with WSP’s internal clients of Major Project HSE Support to ensure smooth integration of their HSEQ risk prevention priorities and requirements and coordination of risk prevention measures between the external clients and WSP, including those for risks arising from the activities of the Clients’ own subcontractors.

  • Coordinate with the Director, HSEQ Expertise and ensure competent involvement of the Major Project HSEQ team in the investigation, root cause analysis, and corrective/preventive action process for major projects events

  • Ensure project-based incident reporting programs are aligned and report in to the corporate Incident Management System.

  • Support the Director & Deputy Vice President HSE Operations Team, in their implementation and continuous improvement for all related processes

What you’ll bring to WSP:

  • Minimum 10 years in a senior HSEQ role on major capital projects in the energy, transportation, and industrial construction sectors.

  • Skilled collaborator and communicator. Ability to network with multiple internal and external stakeholders and hold a credible position in a major project execution environment.

  • Experience managing large, dispersed teams of HSEQ professionals.

  • Project Management experience is desired.

  • Broad network of HSEQ resources that can support major projects.

  • Significant reputation in industry and member of significant industry groups and/or committees such as Energy Safety Canada, Mining Associations and Construction Associations

  • Undergraduate degree in a related discipline (Engineering, OHS, Environment) or equivalent combination of experience and education.

  • Designation of Canadian Registered Safety Professional (CRSP).

  • Bilingualism (French/English) an asset.

  • Comprehensive knowledge of HSEQ legislation, occupational HSE compliance requirements and regulatory structure in all Canadian jurisdictions.

  • Expertise and knowledge of best-in-class project HSEQ Management Systems, including programs, standards, processes and requirements, risk assessment processes and techniques and training in hazard recognition, assessment, and control.

  • Makes independent decisions related to resources, approach, and tactical operations. Decision-making may include cross function collaboration (e.g., exercises independent judgement within the HSE Management System to solve moderately complex problems, and partner with HSE Directors/SME to solve high complexity problems).

  • Manages budget for their team.

  • Regularly makes recommendations on matters of significance in department and/or function.

  • Influences on HSE department objectives, resources, etc.

  • Set HSEQ Team’s (Specialist/Coordinator/Analyst/Major Project HSE Support) personal performance objectives both in line with their development needs and the objectives set by the HSEQ department.

  • Monitor and track HSEQ Team’s (Specialist/Coordinator/Analyst/Major Project HSE Support) Goals and Objectives against measured metrics (e.g., WSP Online Reporting System timelines, travel and training budget usage, HSE Training completion)Positive feedback from project managers and sector leadership in supporting major projects.

  • On major projects, compliance to WSP practice and project delivery model as it pertains to HSEQ.

  • Positive audit and HSEWQ Excellence audits on major projects.
