This advertisement is for a Career Service Operations Review Specialist (On- site Contract Monitor) Located at the Blackwater River Correctional Facility in Milton, Florida in the Office of Administrations Private Prison Monitoring Bureau.

Salary Rate: $48,300.20 annually

SALARY WILL BE DETERMINED IN ACCORDANCE WITH CURRENT PAY POLICY.

SPECIFIC DUTIES & RESPONSIBILITIES:

  • Employee serves as the Bureau of Private Prison Monitoring’s (Bureau/PPM) Contract Monitor for the 2,000-bed adult male correctional facility located in Milton, Florida.

  • Employee must develop an intimate knowledge of the Vendor’s Operational Contract, American Correctional Association (ACA) standards, Florida Department of Corrections policies and procedures, and Florida Administrative Code (FAC) rules.

  • Employee must be capable of working independently, communicating effectively, interfacing, and working directly with his/her peers, staff of the facility, Department of Corrections.

  • Employee must establish and maintain effective working relationships with Department of Corrections staff and staff at the facility.

  • Employee must possess leadership characteristics, administrative capabilities and be capable of defending the positions taken by PPM.

  • Employee must be able to approach the position with an open mind to new correctional methodologies, not a predisposition toward previous experiences.

  • Employee is required to draft a monthly contract performance indicator (CPI) and accountability report on the facility’s activities. These reports will be submitted to the Management Review Specialist. The CPI report should be inclusive of any deficiencies or non-compliance of rules and regulations and any programs and policies that are positive, innovative and/or efficient.

  • Employee conducts follow up on any noted (verbal or written) deficiencies and ensures they are corrected. If a minor deficiency is corrected on the spot, it may be listed on the Monitor’s report as in compliance.

  • Employee creates/submits other reports that may be required.

  • Employee will design and maintain a schedule which satisfies the expectation to make routine visits to various parts of the facility each day to observe facility functions and operations. All facility functions and operations must be observed on a routine basis to ensure that policies, rules, and regulations are being followed. This schedule will include at a minimum of one night visit and one weekend visit per month.

  • Employee must be able to travel to provide monitoring assistance at other PPM prisons.

  • Employee must coordinate a weekly meeting with the warden, or their designee, to discuss monitoring observations, issues, or concerns.

  • Employee must record any deficiencies or non-compliance of rules and regulations and any programs and policies that are positive, innovative and/or efficient.

  • Employee makes recommendations regarding vendor requested waivers of ACA Standards and FAC rules on an as-needed basis. Section 957.04 (1)(e), Florida Statutes, provides that the PPM may waive any rule, policy or procedure of the Department of Corrections related to the operations standards of prisons that are inconsistent with the mission to establish cost-effective, privately operated correctional facilities.

  • Employee serves as the liaison for Department of Corrections Institutions for compliance with applicable requirements.

  • Employee performs other tasks and duties as assigned.

    KNOWLEDGE, SKILLS & ABILITIES:

  • Knowledge of and experience with Microsoft Office (i.e., Word, Excel, and PowerPoint).

  • Knowledge of Department of Corrections rules, policy, and procedures.

  • Knowledge of prisons/institutions.

  • Knowledge of methods of data collection and analyses.

  • Knowledge of basic management principles and practices.

  • Ability to become well versed in: Department of Corrections rules, policy, and procedures; Contractor Operational Contracts; and American Correctional Association (ACA) standards.

  • Ability to organize data into logical format for presentation in reports, documents, and other written materials.

  • Ability to conduct independent fact-finding research and objectively report those findings.

  • Ability to utilize problem-solving techniques.

  • Ability to understand and apply applicable rules, regulations, policies, and procedures relating to operational and management analysis activities.

  • Ability to plan, organize and coordinate work assignments.

  • Ability to communicate effectively both verbally and in writing.

  • Ability to work independently.

  • Ability to establish and maintain effective working relationships with others.

    REQUIRED QUALIFICATIONS:

  • At least two (2) years of adult correctional/law enforcement experience.

  • Must be able to travel to provide monitoring assistance at other PPM prisons.

    PREFERRED QUALIFICATIONS:

  • Experience demonstrating the ability to conduct independent fact-finding research and objectively report those findings.

  • Contract oversight experience.
