Agricultural Research Service Utilities Systems Repairer - Operator Leader in Manhattan, Kansas

Summary This position is located in the USDA, Agricultural Research Services (ARS), Plains Area, National Bio and Agro-Defense Facility (NBAF), Utilities Systems Operations Section, Waste Processing Group in Manhattan, KS. In this position, you will serve as the Work Leader over a staff responsible for the repair and operations of the site utilities and will monitor operations of the facilities during evenings, nights, weekends, holidays, and all other nonstandard work times. Responsibilities Perform the full range of journeyman work involved in the maintenance, repair, and troubleshooting of the full range of activities involved in the Effluent Decontamination System and thermal tissue autoclaves. Troubleshoot equipment, determine cause of malfunctions, and perform operational repairs and adjustments. Operate a variety of pumps, valves, gates, feeders, flocculates, clarifiers, filters, and other controls and equipment to move waterborne domestic and industrial waste through the various stages of treatment. Ensure that needed plans, blueprints, materials, and tools are available, and that needed stock is obtained from supply locations. Assure that safety and housekeeping rules are followed (for example, assuring that the limits of safe machine operation are not exceeded and that all tools are used properly). Check work while in progress and when finished to ensure the supervisor's instructions on work sequence, procedures, methods, and deadlines have been met. Requirements Conditions of Employment Qualifications In order to qualify for this position you must meet the following by the closing date of the vacancy announcement: 09/26/2024. Qualifications will be determined under the Job Element Rating System X-118C, Qualifications Standard Handbook. While a specific length of time and experience is not required for most Wage Grade positions, you must show through experience and training that you possess the best qualified level of knowledge and skill necessary to perform the duties of this position. Qualification requirements emphasize the quality of experience, not necessarily the length. Physical Effort The work requires moderate physical exertion such as long periods of standing, walking over rough, uneven, or rocky terrain, recurring bending, stooping, crouching, stretching, reaching, and lifting and carrying of moderately heavy items weighing up to 50 pounds. Working Conditions The work environment involves moderate risks of discomforts which require special safety precautions such as those required when working around moving parts of machinery. The employee is subject to on-call duty outside normal duty hours, in accordance with procedures established for control of such on-call duty. May be required to work weekends, holidays, or before/after normal duty hours when necessary; may be required to report for duty during emergencies, critical periods, or during times when the Government is closed due to inclement weather. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Education This position does not have an education qualification requirement. Farm Service Agency (FSA) County Employees: Permanent County employees without prior Federal tenure who are selected for a Civil Service position under Public Law 105-277 will be given a career-conditional appointment and must serve a 1-year probationary period. Recruitment Incentive may be authorized. Final determination to pay an incentive will be made by the hiring official at time of job offer. This is a Testing Designated Position (TDP). Selectee must submit to a urinalysis to screen for illegal drug use prior to appointment and random testing thereafter. Final appointment and continued employment is conditional on negative results for illegal drug use. This position may be eligible to telework up to four days per week, based upon the duties of the position. This position may also be eligible for flexible work arrangements as determined by agency policy and any applicable collective bargaining agreements.
