IBM Federal Ecosystem Contract Manager in MANASSAS, Virginia

Your role and responsibilities

Our Contracts and Negotiation service line has an excellent opportunity for a federal government contract professional to join a team of trusted advisors to IBM's federal leaders. The Contract Manager will serve as a business advisor to our federal commercial Federal System Advisor (FSI) ecosystem business providing advice and counsel selling IBM products and services to clients.

Responsibilities include:

  • Contractual advisor during the contract lifecycle, to include pre-award (NDAs and teaming agreements, RFP/RFQ reviews, development of proposal responses and negotiation strategies), and post award contract administration

  • Lead the development and negotiation of terms & conditions

  • Create well-structured deals that meet IBM's financial/client goals

  • Serve as focal point interacting with client contracting officials throughout the contract lifecycle

  • Advising clients on the optimal way to structure transactions within IBM's delivery framework and identify key deal points which affect revenue recognition; key elements require modifying customer documents & standard agreements, drafting agreements and engaging in direct negotiations with customers

  • Stay updated on changes in federal procurement regulations and policies.

Required technical and professional expertise

Extensive experience with Federal contracting including working in the Federal sector in pre-award and post award contract phases

Additional Skills:

· Understanding and knowledge of federal procurement regulations, process and practices

· Working knowledge of Federal Acquisition Regulations (FAR) and DFAR to include Cost Accounting Standards (CAS) and working with various contract types

· Working knowledge of FAR Part 12 concepts

· Experience with all contract types with emphasis on (include as appropriate: Time & Material, FFP LOE, Firm Fixed Price contracts)

· Negotiation experience in the federal/public service sector environment

· Working knowledge of commercial contracting principles and terms & conditions

· Excellent analytical skills and the ability to apply in contractual and business situations

· Ability to develop strong relationships

· Strong drafting, and effective communication, skills in all formats

· Exceptional analytical, organizational, and problem-solving skills.

· Detail-oriented with the ability to work under pressure and meet deadlines.

Preferred technical and professional experience

  • Strong negotiation skills in the Federal environment

  • Commercial contracting techniques

  • Valid security clearance (e.g., Secret or higher), which may be required depending on the specifics of the organization and its projects.
