Access Authorization Reviewing Official

Summary: The Access Authorization Reviewing Official is an individual within the Global Security Access Programs organization that serves as a primary Reviewing Official, performs adjudication of potentially disqualifying information and legal reporting, and makes the determinations regarding the requesting of unescorted access authorization (UAA), in accordance with the requirements of project procedures and U.S. Nuclear Regulatory Commission regulations (10 CFR 26 & 73.56). This position also ensures the recording and filing of confidential and sensitive access authorization information and maintaining the security and confidentiality of this information.

Responsibilities: Review appropriate site criteria and identify the individual's qualifications for reliability and trustworthiness to determine the suitability of the individual for access authorization using manual or electronic systems. Prepare appropriate documentation to the US NRC licensees to request unescorted access for individuals working on Westinghouse assignments. Interface with employees and non-employees, foreign and domestic, to gather personal and confidential information regarding background investigations, psychological evaluation, drug/alcohol testing and use, and training used to determine reliability and trustworthiness for access authorization. Maintain the Behavior Observation Program using manual and electronic systems; provide guidance to supervisors in the implementation of the program, and ensure compliance with regulatory, customer and Westinghouse requirements. Issue periodic reminder notifications for certification training to employees. Identify and report deficiencies to appropriate management. Interface with customer representatives, suppliers, and Westinghouse personnel on issues concerning access authorization. Make recommendations for developing, organizing, and implementing new procedures. May prepare and revise operating procedures as necessary. Prepare special reports, as assigned, such as Outage Resource Planning, Access Authorization statistics, psychological testing statistics, and other reports as needed. Ensures AA process complies with applicable project procedures and regulatory requirements for processing individuals for unescorted access authorization Adjudicates potentially disqualifying information and legal action reporting Interviews individuals regarding derogatory information and legal actions Maintains strict confidentiality and security of all access authorization documentation and files Performs other duties as assigned by management

Qualifications/Competencies/Experience: Recommendation: Bachelor's degree in Security or related field is preferred; 2+ years security, access control, or related experience, including commercial nuclear power plant experience. Reviewing Official experience preferred. Demonstrated values, e.g., trustworthiness, reliability, honesty, integrity, responsibility, accountability, and confidentiality Motivated and innovative self-starter and problem solver Demonstrated attention to detail Excellent verbal and written communication skills Proficient with Microsoft Office (Word, Excel, PowerPoint) Dedicated to meeting AA Organization goals and expectations
