The Florida Department of Children and Families (DCF) is the state of Florida’s social services agency. Within DCF, the Substance Abuse and Mental Health (SAMH) Program office is recognized as the single state authority for substance abuse and mental health services. The Office of SAMH is statutorily responsible for the planning, evaluation, and implementation of a comprehensive statewide system of care for the prevention, treatment, and recovery of children and adults with serious mental illnesses or substance use disorders .

Northeast Florida State Hospital (NEFSH) is a 613-bed, licensed mental health treatment facility that provides person-centered services to adults suffering from severe and persistent mental illness. The hospital, located in Macclenny, was established in 1959 and is the largest state operated civil treatment facility.

This is a highly responsible and professional position that will serve as an Advanced Practitioner Registered Nurse Specialist at the Northeast Florida State Hospital. T his position will collaborate with each section within the state facilities and be required to use independent judgement, take initiative in carrying out duties and responsibilities and should be extraordinarily detail oriented.

Specific Duties and Responsibilities include:

  • This is a highly responsible and professional position in a large mental health treatment facility. The incumbent in this position is expected to maintain a positive and professional attitude and manner at all times. The incumbent in this position performs duties in the expanded role of professional psychiatric nursing, providing psychiatric care and performing certain medial acts consistent with licensure and within policies & procedures established by the facility. The APRN will practice in conformance with specialized psychiatric mental-health nurse practitioner certification. The incumbent identifies nursing and mental health related problems, plans, and implements nursing care to resolve identified problems, provides management and care of acute and chronic mental health problems, engages in the teaching of general health care, and follows professional ethics and standards in an outcome-oriented management system, while maintaining sensitivity to the constitutional rights of patients.

  • Accepts clinical assignments based on hospital need as directed by the Medical Executive Director.

  • Makes daily rounds on assigned units.

  • Evaluates and manages acute and chronic psychiatric conditions, order psychiatric interventions as clinically indicated; jointly rounds and manages psychiatric care and medication treatment with Psychiatrist as clinically indicated if under a collaborative agreement.

  • Monitors, initiates and/or alters appropriate medications, treatments and interventions for mental health and related health issues, including ordering and interpreting diagnostic testing according to identified clinical needs and in accordance with standards of care, DCF and NEFSH polices, and procedures.

  • Documents clinical assessment findings, interventions and monitoring legibly in the medical record according to hospital policy.

  • Participates in scheduled meetings as a member of the multidisciplinary treatment team and completes and signs all required patient care and other required documentation related to employment.

  • Participation in patient admission procedures, completing required documentation, including but not limited to psychiatric evaluation, admission orders, and an initial treatment plan.

  • Performs annual, transfer, discharge psychiatric evaluation and documentation as required.

  • Monitors and obtains patients’ / guardian advocate / plenary guardian / petition for court-ordered medication consent for psychotherapeutic medication or ECT or other indicated treatment.

  • Prepares petitions and clinical summaries for legal action as required, including seeking court orders for medication and assignment of guardian advocate and petition for guardianship.

  • Initiates voluntary/involuntary placement proceedings.

  • Testifies in scheduled hearings as required.

  • Accepts clinical assignments based on hospital need as directed by Medical Executive Director.

  • Performs other related duties as required, as assigned by the Medical Executive Director, or their designee.

    Knowledge, Skills and Abilities required for the position:

  • Knowledge of the principles and practices of program management and delivery of health services.

  • Knowledge of nursing principles, practices and techniques.

  • Ability to formulate and monitor nursing standards and operating policies and procedures.

  • Ability to develop and implement various program monitoring methodologies and techniques.

  • Ability to communicate effectively.

  • Ability to establish and maintain effective working relationships with others.

    Minimum Qualifications:

  • Certification as an Advanced Registered Nurse Practitioner (ARNP) in accordance with Florida Statute 464, a bachelor's degree from an accredited college or university with a major in nursing and four years of professional nursing experience, two years of which must have been in a ARNP capacity.

  • A master's degree from an accredited college or university in nursing can substitute for two years of the required general professional nursing experience.

  • Certification as a Psychiatric-Mental Health Nurse Practitioners (PMHNP).
