TEXAS DEPARTMENT OF TRANSPORTATION E049 Transportation Specialist I, II or III-LBB Area Office in Lubbock, Texas

Provides technical expertise and coordination for transportation programs involving design, building construction projects, construction of transportation systems, traffic operations, maintenance of highways and facilities, or bridge inspection and appraisal in accordance with Department standards. Assists with project planning and the development of policies and procedures for area of responsibility. Work requires contact with governmental officials, consultants, contractors and private entities. Employees at this level perform work independently on assignments; however, all unusual issues are referred to the supervisor.Essential Duties:Transportation Specialist I:Assists with administering and monitoring district maintenance contracts and service agreementsAssists with coordinating and/or monitoring Community Traffic Safety Programs and activities involving preparation of theDistrict Highway Safety Plan.Assists with traffic management programs/projects involving technical employees engaged in developing, installing,testing, programming and repairing electrical/electronic devices/systemsConsults with Department personnel, manufacturers and/or vendors regarding equipment operation, design, installation,equipment failure, complex repairs or replacement recommendations.Coordinates and performs interim and final inspections to identify deficienciesCoordinates design work among TxDOT entities, consultants and contractors.Coordinates traffic studies, analyzes traffic data, determines need and prepares plan layouts for traffic projectsincluding signs, signals, illumination devices or traffic data collection devices.Inspects construction methods, workmanship and maintenance procedures to ensure contractors build, install, maintain andrepair traffic control/data collection related equipment or facilities in accordance with plans, specifications and contractrequirements.Inspects current projects for proper use of personnel, equipment and materials, traffic control and quality of workcompleted.Makes recommendations to replace or modify signs, signals and illumination devices.Monitors operations of the ITS for an area-wide transportation system.Prepares and distributes strip maps for speed zonesPerforms other job responsibilities as assigned.Transportation Specialist II: (includes all responsibilities listed above and the following)Coordinates system installation once roadway infrastructure has been completed.Investigates and responds to public complaints on traffic signals, signs, railroad crossings, pavement markings, traffic management systems or other traffic related items.Performs data collection, evaluations, analyses, studies, inspections, forecasts, assessments, and/or plan development.Prepares and makes transportation-related presentations at various conferences and meetings.Provides technical assistance for the development of rural ITS/traffic management corridors.Transportation Specialist III: (includes all responsibilities listed above and the following)Assists in overseeing and administering contracts for installation and maintenance of traffic systems and/or trafficdata collection devices.Assists in overseeing traffic management programs/projects involving technical employees engaged in developing,installing, testing, programming and repairing electrical/electronic devices/systems
