Job Summary:

Under direct supervision of the Deputy City Manager, provides leadership, administrative and managerial services associated with the provision of essential community services provided by the Building, Current Planning, and Community and Strategic Planning Divisions.

The expected hiring range for this position is $139,177 to $170,492 per year, depending on experience and qualifications. The salary range for the position is $139,177 to $201,807.

Essential Functions:

  • Functional

  • Delivery of comprehensive and integrated services to:

  • administer the building, zoning, annexation, and subdivision codes;

  • manage and update the Comprehensive Plan;

  • administer the Federal community development block grant, human relations commission grant, private activity bond, and affordable housing incentive programs; and

  • manage the land records and geographic information systems for the department.

  • Managerial

  • Planning, organizing, implementing and monitoring resource allocation among divisions; maintaining a high level of productivity, innovation, and morale integrity through application of consistent personnel administration and counseling; developing and implementing departmental procedures and policies; communicating clear, obtainable goals and objectives for effective team decision-making and excellent customer service; developing information from research and disseminating that information through meetings, reports, and presentations; sharing resources, participating, and adapting work schedules to accomplish goals and special projects.

  • Practice prudent and responsible fiscal management in preparation and administration of department budget; employing effective interpersonal skills to respond to inquiries and promote communication with the community, special interests and organizations, City staff, board and commission members, and City Council; contributing effectively as a member of the City Management Team; and implementing department policy to respond to directives, legislative, and legal practices associated with City policy.

  • Organizational

  • Planning, developing, and implementing strategies for organizational development covering particular areas relevant to the department's structure and services; establishing and maintaining appropriate systems for measuring department performance; monitoring, measuring, and reporting on organizational development plans and achievements within agreed formats and timeframes; liaising with other directors to understand related functions of other departments to ensure the coordination of activities for purposes of achieving City-wide policies and objectives; and maintaining awareness and knowledge of contemporary organizational development theory and methods and providing suitable interpretation to division managers within the department.

  • Provides staff liaison services to the Planning Commission, Affordable Housing Commission, Historic Preservation Commission, Construction Advisory Board and Human Services Commission.

  • Responsibilities include interviewing, hiring, and training employees: planning, assigning and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

Other Job Functions:

  • Serves as a liaison to City and community boards and commissions, committees, and task forces as assigned.

  • Performs other duties as assigned.

Job Level and Management Expectations:

Director / Deputy Director:

  • Oversees department and is responsible for high-level strategic decisions, formulating, administering, and communicating policies and procedures.

  • Develops and implement plans and objectives for the department in an effective and innovative manner.

  • Provides complex guidance and manages matters of significance.

  • Directs the operational, financial, and hiring decisions within the department.

  • Collaborates with director leadership team to develop innovative solutions and propose those to senior leadership.

  • Regularly advises, interacts, communicates, and collaborates with executive leadership, reporting directly to the City Manager or Deputy City Manager.

  • Ownership of short to long-term strategy execution and operational direction in alignment with policy and executive leadership objectives.

  • Develops, coordinates, and maintains strategic and operational plans consistent with the company's strategic direction.

  • Oversees and reports on results to senior management.

  • Retains a diverse, highly qualified staff and provides career coaching, growth, and personal development for direct/indirect report employees.

  • Champions and embodies the company's mission, vision, values, and culture.

Qualifications:

Education:

  • Bachelor's Degree in Public Administration, City Planning, Engineering, or related field required.

  • Graduate Degree in Public Administration, City Planning, Engineering, or related field preferred.

Experience:

  • 7 years experience relevant to essential job functions in a supervisory/managerial position required.

An equivalent combination of education and or experience may substitute for education requirements on a year for year basis.

Certifications:

  • Must possess valid driver's license.

Knowledge, Skills, and Abilities:

  • Must possess superior written and oral communication, interpersonal and negotiation skills.

  • Must have ability to effectively deal with controversial, stressful, and politically sensitive situations in both private and public forums.

  • Requires the ability to independently solve complex problems, provide accurate and error-free work under pressure and meet reasonable deadlines.

  • Must communicate effectively and diplomatically with staff, coworkers, City Council, boards and commissions, development representatives, and the general public.

Physical Demands and Working Conditions:

  • Frequent m inimal physical effort typically found in clerical work. Primarily sedentary, may occasionally lift and carry light objects. Walking and/or standing as needed and minimal.

  • Frequent e xposure to routine office noise and equipment.

  • Occasional e xposure to hazards typically found in general office environments where there is rarely to no exposure to injury or accident.

Hybrid Remote Work Eligibility:
