Job Summary

The Senior Director, Commercial and Group Product Management is responsible for managing the development, implementation and management of the end-to-end product lifecycle for the commercial lines of business. Products include LACC/LACCD, PASC and Healthy Kids in support of company and team specific strategic business plans. In support of the line of business strategic business plan developed by the executive management of the Commercial Products, this position ensures the execution roadmap is developed while identifying process and efficiency improvements to enhance, manage and track the annual cycle for commercial product lines. Direct the planning for the LACC/LACCD annual Qualified Health Plan (QHP) re-certification process, ensuring major milestones are identified, risk and mitigation planning is in place and tools for tracking and reporting end to end delivery are in place.

The Senior Director, Product Management understands the distinct geography of the product line offerings, competitive landscape and overall customer needs, delivery systems, distribution channels and the regulatory/legislative environment affecting the products. Drive to ensure the company infrastructure can support the commercial lines of business, continually working with the product team and internal stakeholder partners to evolve, and sustain the service level agreements established by the executive management team.

Responsible for ensuring individual team member goals development in alignment with team charter, strategic business plan and initiatives calendar as well as annual along with assessment of competencies development and management of Independent Performance Plans (IDP) according to Human Resource (HR) guidelines and requirements. Ongoing collaboration with Exec Director to ensure intake and prioritization process is developed and implemented for multi-year team initiatives and business strategy. Responsible for development and execution roadmap for strategic business objectives. Role requires heightened awareness of changing healthcare landscape, flexible thinking and the ability to anticipate the unexpected. Mobilizes team and drives cross functionally to sustain and grow current book of business, ensure product integrity and service excellence.

This position is responsible for directing all aspects of running an efficient team, including hiring, supervising, coaching, training, disciplining, and motivating direct reports.

Duties

Conduct strategic planning to utilize resources in order to meet current and future departmental goals. Drive Product Strategy to execution cross functionally- planning, design, execution, monitoring. Impact changes in work management including creating and defining the foundation that enables the team to manage the end to end discipline to drive successful portfolio management for all existing and new products and service offerings. Identify and influence for business process improvements across functional business areas within the company. Monitor cross-functional adherence to Service Level Agreements through development and implementation of tracking and trending reporting tools. In collaboration with Commercial Products Management team, refine, enhance and evolve functional area Service Level Agreements (SLA). Create tracking and trending reporting process/tool. Support lateral integration team strategy for ongoing team performance improvements and efficiencies. Ensure policies and procedures are in place from cross-functional areas to support commercial product lines. Influence, lead and deliver changes in work skills, knowledge and experience to enable thoughtful product concept development to ensure regulatory compliance and market demand. Develop and implement product portfolios and operational/administrative capabilities to ensure business and cross-functional processes; requirements and accountabilities are clearly defined and scalable in order to support on-going regulatory, legislative, Covered California and market changes and demands. Focus and drive daily communication controls, risk assessment and mitigation planning strategies.

Duties Continued

Develop and improve work methods, driving for administrative efficiencies including leading and driving in a matrix environment placing the emphasis on strategic, market positioning and results including operational tactics. Drive operational excellence, product sustainability and growth. Responsible for driving operational and service delivery excellence through BRD validation of requirements for unique attributes of product lines, collaboration with functional areas for training programs. Responsible to ensure completion of project scope documents, outlining concept definition, impact assessment, cost and resources. Prepare conclusions and recommendations for discussions with executive management for strategic business planning. Drive requirements and impact assessments for legislative and regulatory mandates. Lead innovation discussions across lines of business and with cross-functional business partners. Ability to change work methods, driving for administrative efficiencies including leading and driving in a matrix environment placing the emphasis on strategic, market positioning and results including operational tactics. Develops goals, objectives and actions plans for assigned staff that includes full management responsibility for the hiring, performance reviews, salary reviews and disciplinary matters for direct reporting employees. Undertake any additional duties as assigned, demonstrating adaptability and executive-level leadership in addressing evolving organizational needs.

Experience

Required:

At least 8 years of experience with health plan/payer within commercial segment lines of business with a minimum of 6 years of leading staff or supervisory/management experience.

Experience with product specific business requirements for enhanced performance and relevant elements for effective metrics management.

Preferred:

Experience in Commercial Product Dev and Management within managed care health plan/payer.

Experience with individual / family and group segments on and off Exchange. Operations and end-to-end cycle management of Covered California requirements, submission protocols, regulatory filings and responses.

Experience in a matrixed environment, ability to harness others and inspire others to follow.

Skills

Required:

Knowledge of managed care products, benefit intent, services and business levers driving price and performance.

Knowledge of delivery model for Product Life Cycle Management of commercial products.

Ability to develop and execute end to end product life cycle model inclusive of strategy development, concept definition, scope assessment, development / implementation, go to market roadmap and ongoing management and evolution of product line.

Knowledge of business infrastructure and operational requirements needed to comply with Covered California re-certification and annual open enrollment readiness and new product innovations.

Proven record of accomplishment as driver of process improvements and identifier of efficiency opportunities with ability to drive for change.

Motivator of teams and cross-functional work teams that drive for results.

Excellent verbal and written communication skills.
