Los Alamos National Laboratory Storm Water Compliance Engineer 1/2 (Environmental Professional 1/2) in Los Alamos, New Mexico

What You Will Do

Join a dynamic team solving storm water management and water quality challenges at a world-class research and development institution. Los Alamos National Laboratory (LANL) is looking for Storm Water Compliance Engineer to collaborate with a multi-disciplinary team in supporting water quality regulation compliance and implementing storm water management strategies across a unique and diverse facility.

This position will be filled at either the Environmental Professional 1 or 2 level, depending on the skills of the selected candidate. Additional job responsibilities (outlined below) will be assigned if the candidate is hired at the higher level.

Storm Water Compliance Engineer 1 ($69,500 - $110,300)

Reporting to the Storm Water Permitting/Compliance Team Leader within the Environmental Compliance Programs Group (EPC-CP), this position will provide technical leadership and regulatory compliance direction to LANL organizations and facilities. These diverse activities will include:

  • Perform modeling for hydrologic analysis, flow measurements, and storm water systems.

  • Provide technical direction to others on the use of storm water management and sediment and erosion control best management practices (BMPs).

  • Conduct field assessments to evaluate BMP function and need.

  • Perform storm water calculations to determine peak flow, runoff volume, storage volume, etc.

  • Provide training and technical and regulatory guidance

  • Support oversight of institutional compliance with National Pollutant Discharge Elimination System (NPDES) storm water permits (CGP, MSGP, MS4) and other federal and state requirements such as Section 438 of the Energy Independence and Security Act, including:

  • Develop regulatory documents such as Storm Water Pollution Prevention Plans, inspection reports, and annual reports.

  • Perform and document regulatory site inspections.

  • Support development and implementation of institutional storm water management strategies.

  • Promote the implementation of Low Impact Development storm water management features.

  • Assist in the development and implementation of institutional storm water management plans.

  • Assist in the design and specification of Low Impact Development features.

Storm Water Compliance Engineer 2 ($83,900 - $136,300)

In addition to the duties outlined above, the Storm Water Compliance Engineer 2 will be required to:

  • Review project design drawings, storm water calculations, and specifications for proper storm water management and regulatory compliance, and coordinate implementation of review comments with design teams.

  • Design and specify control measures and related features for storm water management and sediment and erosion control, including Low Impact Development features.

  • Develop institutional strategies to improve storm water management and implement Low Impact Development features

What You Need

Minimum Job Requirements:

Design

  • Knowledge of designing and specifying control measures and related features for storm water management and sediment and erosion control, including an understanding of hydrologic and hydraulic analysis and the performance of storm water calculations used for sizing storm water structures.

  • Knowledge of developing and/or reviewing civil engineering design documents and specifications used for storm water management and/or water quality features.

Modelling

  • Knowledge of the use of software for flow calculations and/or storm water management modelling (i.e., HEC, SWMM, TR-55, RUSLE2).

Sediment and Erosion Control

  • Knowledge of the use and management of storm water and sediment and erosion control Best Management Practices.

  • Knowledge of conducting storm water field inspections/assessments.

Communication

  • Strong interpersonal skills, including demonstrated experience in working effectively within a team environment, and working with and providing good customer service.

  • Strong written and verbal communication skills, including demonstrated experience in technical writing, preparing technical reports and documents, and developing and giving verbal presentations to small groups.

Education/Experience at lower level: Position requires a Bachelor's Degree and 2 years related experience; or an equivalent combination of education and experience directly related to the occupation.

Education/Experience at higher level: Position requires a Bachelor's Degree and 5 years of related experience; or, an equivalent combination of education and experience directly related to the occupation.

Desired Qualifications:

  • BS in Civil or Environmental Engineering, or Hydrology is highly preferred.

  • Knowledge of NPDES permits.

  • Knowledge of Low Impact Development/Green Infrastructure features and water quality controls.

  • Knowledge of construction means and methods.

  • Knowledge of the principles and use of Geographic Information System software and data.

  • Knowledge of the use of AutoCAD software.

  • Knowledge of the following programs: HEC-RAS, HEC-HMS, EPA SWMM, TR-55, RUSLE2, or Autodesk Hyrdaflow or Storm and Sewer Analysis

  • Have passed the Fundamentals of Engineering exam.

Training/Certifications: CISEC, CDSEC, CPESC, or equivalent professional certification, or ability to obtain.

Work Schedule: Weekly work schedules will either be 9/80, Monday - Thursday 9 hour days, 80 hours total every two weeks, every other Friday off, and 8 hours on your work Friday; or a 5/40, Monday - Friday 8 hour day schedule.

Essential Job Functions (can perform with or without reasonable accommodation): Reading Vision, Walking, Balancing, Standing.

Work Environment: Outdoors, In a Hot Environment (90 - 100F), In a Cold Environment, Safety Shoes or Protective Footgear, Headgear or Head Protection.

Work Location: The work location for this position is onsite and located in Los Alamos, NM. All work locations are at the discretion of management.

Position Commitment: Regular appointment employees are required to serve a period of continuous service in their current position in order to be eligible to apply for posted jobs throughout the Laboratory. Additional Details

Directive 206.2 - Employment with Triad requires a favorable decision by NNSA indicating employee is suitable under NNSA Supplemental Directive 206.2. Clearance: Q (Position will be cleared to this level). Selected applicants will be subject to a background investigation conducted by or on behalf of the Federal Government, and must meet eligibility requirements* for access to classified matter. This position requires a Q clearance. and obtaining such clearance requires US Citizenship except in extremely rare circumstances. Dependent upon the position, additional authorization to access classified information may be required, which may or may not be available to dual citizens. *Eligibility requirements: To obtain a clearance, an individual must be at least 18 years of age; U.S. citizenship is required except in very limited circumstances. See DOE Order 472.2 for additional information.
