ABOUT THE POSITION

The Department of Social Services is seeking qualified candidates to apply for the Assistant Manager Social Services position. As a key member of our leadership team, you'll provide vital supervisory and operational support to various social service programs and staff members. The ideal candidate will be responsible for overseeing daily operations, managing staff performance, and coordinating with program managers to ensure effective delivery of services to our community. The Assistant Manager will support the department in implementing strategic initiatives, developing departmental policies, and maintaining quality standards across programs. This role will directly supervise a team of program supervisors who oversee support staff, while serving as a liaison between upper management and administration.

Service Delivery oversees supervisors and staff dedicated to determining eligibility for our core financial assistance programs, including financial assistance, senior financial assistance, and transportation services. The Assistant Manager also coordinates temporary initiatives such as eviction prevention and fixed-income rental assistance programs serving residents receiving Social Security, pensions, and other fixed-income benefits. A key responsibility includes oversight of the eviction diversion program, working collaboratively with the Las Vegas Justice Court to prevent evictions and maintain housing stability for vulnerable residents. This position requires expertise in managing diverse assistance programs, and knowledge of community resources. You will guide supervisors in managing complex cases, developing service plans, and connecting clients with essential community resources. The ideal candidate will strengthen partnerships with local service providers, court personnel, and legal services while ensuring compliance with program requirements and developing strategies to improve service delivery outcomes. Special emphasis is placed on coordinating seamless delivery across all financial assistance programs while maintaining program integrity and meeting the unique needs of the various populations we serve.

Community Housing Office manages the oversight of affordable housing and community development programs funded by federal, state, and local sources. The primary programs managed include the Community Development Block Grant (CDBG), Emergency Solutions Grant (ESG), HOME Investment Partnerships Program (HOME), and HOME-American Rescue Plan (HOME-ARP), all funded by the U.S. Department of Housing and Urban Development (HUD). Also included are the Welcome Home Program and Clark County’s Community Housing Fund (CHF), which were created to address the urgent need for housing for low-income residents in Southern Nevada. In addition, the Community Housing Office (CHO) administers Private Activity Bonds and other programs that support the development of affordable housing.

MINIMUM REQUIREMENTS

Education and Experience: Bachelor's Degree in Business Administration, Public Administration, Social Work, Social Sciences, Management Information Systems, Computer Science or a related field AND four years of full-time administrative or management support experience, two (2) years of which include supervisory and/or lead experience in the specific programmatic area, preferably in a public office setting. Equivalent combination of formal education and appropriate related experience may be considered. Master's Degree preferred.

EXAMPLES OF DUTIES

  • Provides management over supervisory, professional, eligibility and office support staff required for various service delivery and administrative support functions for the Department of Social Service.

  • Oversees or provides for the selection, training, professional development, and discipline of staff either directly or through subordinate supervision.

  • Coordinates and assists in the development of goals, objectives, policies, procedures, and work standards for the agency's administrative, grant, intake, and medical related programs.

  • Plans, oversees, and reviews and evaluates the work of major programmatic areas; directs and coordinates the work of county staff to ensure program goals and objectives are achieved.

  • Evaluates various department programs with focus on service delivery systems, quality of services, program evaluation, business systems improvement, customer service system improvement, and research and analysis.

  • Directs and participates in the personnel management, grants management, quality management, informational technology, and medical eligibility activities of the department.

  • Prepares or reviews a variety of narrative and/or statistical reports, correspondence, policy papers, presentations, and other written materials.

  • Prepares grant and alternative funding requests; monitors activities and ensures that all programmatic and reporting requirements are met.

  • Provides policy, procedures, and program analysis and makes recommendations for delivery of improvement for services and programs.

  • Performs policy analysis related to contract development, program evaluation, project management, service delivery functions, quality improvement efforts.

  • Provides clinical, program, and technical consultation to the department and division work units to facilitate workflow, develop contracts, and facilitate collaboration and the achievement of program objectives.

  • Directs and participates in various committees and task forces relating to the work of the department.

  • Oversees specified long and short term projects.

  • Develops training programs and educational materials related to area(s) of assignment.

  • Confers with inter- and intra-departmental managers regarding service provision and coordination; represents the department in meetings with service providers and other public and private organizations; participates in in-service training.

  • Uses standard office equipment, including a computer, in the course of the work; drives a personal or County motor vehicle to attend meetings and make site visits.
