Job Description

*This position offers a $2,500 signing bonus for eligible candidates. *

This Financial Analyst position will perform assignments for the Bureau of State and Authority Finance and the Michigan Finance Authority. Performs assignments related to the issuance of State and Authority bonds and notes, credit evaluations, and bond and note structuring for Michigan Finance Authority loan programs. Performs assignments related to monitoring compliance with bond documents and payment obligations and prepares materials and updates information for program loan cycles. Performs other bond and financial related assignments for the Bureau of State and Authority Finance, State Finance Division and Authority Finance Division, Michigan Finance Authority Board members, and Bureau customers. Supports Treasury’s overall goals, strategic planning, employee engagement and continuous improvement activities. Performs other assignments as needed for the Bureau of State and Authority Finance and the Treasury Executive Office.

Education

Possession of a bachelor's degree in any major with at least 12 semester (18 term) credits in one or a combination of the following: accounting, finance, or economics.

Financial Analyst 9

No specific type or amount is required.

Financial Analyst 10

One year of professional experience providing a systematic review, analysis, interpretation, and/or evaluation of budgets, mortgages, loans, or other financial data, equivalent to a Financial Analyst 9.

Financial Analyst P11

Two years of professional experience providing a systematic review, analysis, interpretation, and/or evaluation of budgets, mortgages, loans, or other financial data, equivalent to a Financial Analyst, including one year equivalent to a Financial Analyst 10.

Alternate Education and Experience

Educational Substitution

College credits may be substituted on a proportional basis (one year of college education may substitute for one quarter of the required experience) for up to one half of the required experience.

PLEASE NOTE: New State of Michigan employees, new to the Financial Analyst classification will receive a one-time signing bonus of $2,500.

The bonus will be paid out as $1,250 gross pay adjustment on the employee's first pay warrant and the remaining $1,250 will be paid upon completion of one year (2,080 hours) of satisfactory service. If the employee leaves within one year of the appointment, they will be required to pay back the entire bonus. Current or previous career employees are ineligible.

Hybrid Remote Work. This position is eligible to work remotely on Mondays, Thursdays, and Fridays, and must work onsite Tuesdays and Wednesdays. Selected candidate must have a safe and appropriate designated workspace or workstation for performance of work and secure and sufficient internet access of commercial cable or wireless broadband with minimum speeds of 25 Mbps download and 5 Mbps upload.
