Dairyland Power Cooperative Director, System Operations in La Crosse, Wisconsin

This position will contribute to the safe, efficient, and reliable transmission of electrical power to member cooperatives and area utilities by directing and controlling the operation of DPC’s electric system, including the dispatch of generated and purchased electrical power, operation of the electric system consistent with North American Electric Reliability Corporation (NERC) and Mid-Continent Independent System Operator (MISO) operating practices, and oversight of DPC’s transmission strategy and planning activities.

ESSENTIAL JOB FUNCTIONS:

  1. Responsible for the reliable and economical achievement of DPC’s load requirements by planning and directing the safe dispatch of DPC’s generated and purchased electrical power.

  2. Responsible for the safe and reliable operation of all transmission functions by directing the development and implementation of relevant policies, procedures, engineering methods and operating studies.

  3. Develop strategies and direct programs consistent with business interests to promote effective transmission development, ensure competitive transmission service for members, and continuously interact with external stakeholders in support of the organization’s transmission goals.

  4. Enhance business and electric system resilience by driving coordinated system planning, reliable emergency restoration efforts, and the continued improvement and exercise of DPC’s business continuity plan.

  5. Stay abreast of system conditions and industry operating issues and ensure that the Vice President - Transmission, Chief Operating Officer and other executive staff remain fully informed of issues affecting System Operations.

  6. Plan and coordinate System Operations functions in support of DPC’s safety, reliability, economic and member satisfaction objectives. Act as liaison between DPC functional areas and member distribution cooperatives on matters pertaining to System Operations such as operational programs, policies and procedures.

  7. Support the advancement of DPC’s transmission development and power delivery strategies through administration of operating agreements, advocacy, and internal coordination.

  8. Oversee recruitment, development, management and evaluation of staff within System Operations and participate as needed in bargaining group matters and negotiations.

  9. Direct and review annual operating and capital budgets for System Operations (CC125) and System Operations Center (CC126).

  10. Develop goals, processes, metrics and systems for respective areas of responsibility to support and align with the strategic goals and objectives of DPC and the Operations Division.

  11. Perform other duties as assigned.

NATURE AND EXTENT OF FINANCIAL RESPONSIBILITY: Administer department budget of approximately $5,000,000. Supervise system operations with a total asset value in excess of $1 billion.

MINIMUM QUALIFICATIONS:

Education & Experience: Bachelor of Science in Electrical, Mechanical or other relevant engineering degree, with a minimum of ten (10) year’s experience in one or more of the following areas: a) generation plant operations and maintenance; b) electric systems operations and maintenance; c) system engineering; d) system planning; e) other electric utility operation related area. Equivalent combination of education and experience may be considered.

Skills: Strong leadership, communication and labor/employee relations experience, including a working knowledge of the Labor Agreement required. Must have the ability to work effectively with highly skilled technical staff and other utilities.

Hiring Salary Range: $156,000 - $234,000

Compensation is determined by a combination of factors, including but not limited to education, work experience, and certifications. The actual offer may vary, reflecting the candidate's unique blend of experience, educational background, and skill level.
