This is a Non-Represented Position.
This position is eligible for telework which is currently one day per week. New hires are eligible to apply 30 days after their effective date of hire.

SUMMARY :
This position is responsible for modernizing operations by utilizing technology-based initiatives to improve service delivery and optimize schedules, identify opportunities to improve customer satisfaction and economic efficiencies, develop tools for operations including customer facing information as well as other operational needs as required by the LIRR. This position is responsible and accountable to oversee the review of timetable, special program and construction project impact simulations and produce reports identifying conflicts and options to assist the operating departments in mitigating these risks. This position will participate in identifying and supporting the development of advanced tools ensuring the delivery of reliable service and customer information.
RESPONSIBILITIES:
Responsibilities may include but are not limited to:
Oversee data gathering of timetables, speed restrictions, track work and track outages, special programs, service changes and simulation, utilizing software to improve and support operational service performance, operational incidents and departmental needs. Focus on performance improvement strategies and provide insight to “root cause” of anomaly information.
Able to create and analyze the impact of new data through simulation tools, both customer facing and internal, with a focus on identifying actions to optimize performance.
Oversee data collection through database scripting to allow for operating statistics on daily, weekly, monthly, and annual basis. Assist the Operations and Statistical Data group in requests to produce reports focusing on key statistics, based on daily detailed review of train performance and simulation logs.
Extrapolate data to help identify operational data trends and analysis.
Work with the operating departments i.e. Transportation, Engineering, MofE, Service Planning and Stations to develop new tools/technology to assist the operation. Assist in maintaining and troubleshooting designed systems to help support operational needs.
Oversee the development of simulation tools, dashboards and detailed analyses of systems used by the operating departments. i.e. Service Planning, MofE, Transportation, Stations, and Engineering.
Monitor and report status of operating department compliance goals and use of technology monthly to the Deputy Chief - Operations.
Take the lead in assisting the Deputy Chief - Operations in implementing and updating policies, procedures, guidelines, goals and technology.
Ensure that practices and procedures for the art of scheduling are well documented and part of departmental and organizational succession planning.
Make recommendations to senior leadership regarding service changes, modifications, and/or equipment manipulations that would help meeting departmental goals. Provide operational assistance during major service disruptions.
Select, develop and motivate personnel within the department. Provide career development for subordinates. Provide prompt and effective coaching and counseling. Responsible for discipline/termination of employees when necessary. Review direct reports and approve performance appraisals. Promote safe work practices and provide safe working conditions. Create a professional environment that respects individual differences and enables all employees to develop and contribute to their full potential.
Ensure a safe working environment and adherence to guidelines of company safety policies and procedures. Lead by example.
Perform other assignments as requested by Executive Management.
QUALIFICATIONS:
Bachelor’s degree in business, Finance, Management, Information Systems and Technology or a related field. In lieu of a degree, 7 - 10 years of experience in a related field with technical credentials may be considered.
9 years of related experience in a support, operational statistical or performance measurement role in an operating environment is required.
Excellent rail simulation, analytical, and judgement skills.
Effective leadership, problem solving, human relations, interpersonal, written, and oral communication skills.
Strong working knowledge of software computer applications, with a particular focus in DBMS, SQL, Microsoft Office, and Power BI
Proficient in scheduling and modeling for resource allocation.
Ability to translate issues and develop well thought out action plans to improve cost effectiveness of operations.
Ability to analyze problems as they arise utilizing critical thinking skills.
Strong planning skills with ability to effectively management multiple tasks simultaneously while adhering to tight deadlines.
Ability to provide support (platform customer assistance, ICC support, etc.) during service disruptions and weather events.
Strong understanding of railroad standard operations.
