CDM Smith is proud to partner with the Millennium Challenge Corporation (MCC) and the Republic of Indonesia to implement a groundbreaking initiative aimed at bolstering economic growth and development within the region. With a substantial investment from the MCC and contribution from the Indonesian government, the new Compact seeks to revitalize financial intermediation and infrastructure in Indonesia. This effort endeavors to address critical obstacles hindering economic progress by enhancing infrastructure financing, particularly in the realms of transportation and logistics, while also fostering greater accessibility to financial resources for micro, small, and medium-sized enterprises. To achieve these ambitious objectives, the compact comprises three projects: the Advancing Transport and Logistics Accessibility Services (ATLAS) Project, the Financial Markets Development Project (FMDP), and the Access to Finance for Women-owned/Micro, Small, and Medium Enterprises Project (MSME Finance Project).

In line with these initiatives, CDM Smith, along with strategic partner firms, will serve as the Program Management Consultant (PMC) under the Millennium Challenge Account – Indonesia II (MCA) for the five-year planned duration of the program (2024-2029). This consultancy role is crucial for the effective administration of the compact's activities, encompassing operational management support and technical advisory services across all three projects. CDM Smith will serve in a vital support function to the MCA, ensuring the execution of the compact program by facilitating coordination, cost-effectiveness, and adherence to strategic goals and outcomes. Moreover, the CDM Smith will play a pivotal role in overseeing compliance with environmental, gender, social safeguard, and Women's Economic Empowerment (WEE) requirements, thereby enhancing accountability and ensuring the successful realization of Indonesia's development objectives. Through the provision of specialized tools, services, and expertise, CDM Smith will partner with the MCA to elevate oversight and coordination and to provide adaptability and resource responsiveness to help implement the new Compact.

Reporting to the Program Performance and Controls Specialist, the Quality Control & Assurance Specialist will provide support for developing program controls and performance procedures in the Program Management Plan (PMP) and the Program Management Platform (Platform); for controlling program performance in accordance with the PMP and the Platform; and for standard program status reporting / dashboarding.

Anticipated tasks include but may not be limited to:

  • Support for PMP and Platform development, including development of protocols for program-level schedule management and for project-related quality control and quality assurance (QAQC).

  • Development and management of program schedule, including critical path issues and slippage, as well as programmatic cost-loading and PMC resource loading.

  • Conduct routine assessment of adherence to defined QAQC processes, and provide liaison support for internal corporate contract audits and external program audits.

  • Support monthly program status reporting/dashboarding and quarterly support to MCA for Quarterly Disbursement Request planning.

  • Liaise with MCA-Indonesia, the Procurement Agent, the Fiscal Agent, contract implementing partners, and other stakeholders as necessary to track and control program performance.

  • Participate in travel to priority provinces as requested to engage with sub-national partners.

Minimum Qualifications:

  • Relevant advanced degree, at least BSc, or equivalent professional qualifications/ accreditation.

  • At least 10 years of experience in the relevant field.

  • Experience in similar large development and reform programs.

  • Proven experience in Southeast Asia, preferably in Indonesia.

  • Experience in working with multilateral and bilateral donors.

  • Strong awareness and understanding of the Indonesian regulatory, institutional, and policy frameworks governing the relevant area of expertise.

  • Strong awareness and understanding of relevant international policies, standards and practices in the relevant area of expertise.

  • Experience in incorporating environmental and social safeguards and practices in the relevant area of expertise.

  • Experience in identifying and managing risk in the relevant area of expertise.

  • Proven experience in drafting reports, working notes, Terms of Reference, etc. as required in the relevant job description.

  • Experience in Southeast Asia, preferably in Indonesia; and

  • Excellent verbal and written communications skills in English and ability to work closely with counterpart personnel, other relevant institutional actors, and ability to work effectively with Indonesian nationals, with Bahasa Indonesia language skills preferred.
