SUMMARY: Responsible for managing and coordinating business contracts in accordance with strategic business objectives, professional standards and applicable regulatory requirements. GENERAL RESPONSIBILITIES: Administers and coordinates the formulation of all contract agreements, policies, procedures, methods, operating practices and performance standards. Oversees and collaborates with management in the preparation of proposals, proposal pre-work and post award execution. Negotiates proposals; contract modifications and agreements; and solicits, evaluates and awards subcontracts that meet specifications, quality, budget and schedule. This individual shall have the ability to negotiate and obligate the Integrator. The Contracts Manager is responsible for signing the contract with the NSF, and meeting with the CO to make sure that any NSF guidance or direction is received and communicated to the PM of implementation. Perform contract drafting support and development duties which include reviewing, processing, ensuring applicable compliance, as well as facilitation and compilation of multiple SME and customer inputs required to negotiate, support and manage effective contracts. Efficiently support contract creation, execution and analysis for the purpose of maximizing financial operation performance and minimizing risk. Document and seek consensus on any changes or amendments that may arise during contract implementation or execution. Develops and executes negotiation strategies that minimize potential losses and benefit the company’s performance. Support the facilitation and implementation of formal structures to manage contract workflows, as well as electronic data management, tracking and reporting. Evaluate, prepare, administer and support changes to procurement terms and pricing impacts of proposed contract changes. Support the recognition and inclusion of hierarchical contract issues for the organization and customers. Assist in the development of program contract planning in support of the project team and Director, Subcontracts. Regularly meet with project managers and commercial leads to identify objectives, needs and issues concerning project contracts. Prepare agreements and contracts for execution, including soliciting financial authority approvals or delegations. * *EDUCATION: Bachelor’s degree in business, contract administration or a related field; or a combination of post high school and equal experience may be substituted for education. EXPERIENCE: 8 years’ experience in contract negotiation and administration. Must have 5 years federal contracts experience with medium to large contractors. Professional Certified Federal Contracts Manager (CFCM) or Certified Professional Contract Manager (CPCM) preferred. TECHNICAL PROFICIENCY: Advanced proficiency with Microsoft Office products including Word, Outlook, Excel and SharePoint. Advanced knowledge of the practices, procedures and processes involved in contracts administration. COMPETENCIES: Ability to communicate effectively verbally and in writing. Ability to establish and maintain effective working relationships with internal/external business partners. Ability to evaluate process effectiveness and develop change or alternatives. Ability to exercise independent judgment and effectively manage complexity and ambiguity. Ability to function effectively with, or as part of a team. Ability to draft complex subcontracts and/or purchase orders. Ability to effectively manage multiple projects that may vary in nature and scope. Ability to provide subject matter expertise, counsel, and effectively influence others at various levels within the organization. Knowledge of and ability to demonstrate effectiveness with contract negotiation, development and administration. Knowledge of contract development and oversight in addition to contract record-keeping. Knowledge of maritime contracting, including the BIMCO system and terms. JOB SCOPE: Position impacts a single business unit/segment. WORKING CONDITIONS: Normal office environment with little exposure to excessive noise, dust, temperature and the like. Extended use of a computer keyboard, viewing of a computer monitor and the ability to sit for long periods of time.
