The Opportunity

Abt Global seeks a qualified Technical Deputy Chief of Party (DCOP) for the anticipated, four-year, USAID-funded Pakistan Climate Resilient Water Governance Activity (CRWGA). This activity will promote more resilient water governance and management systems in Pakistan to combat extreme weather events (floods and drought), exacerbated by climate change. Specifically, CRWGA will focus on improving community-led, cost-effective, and sustainable water systems in areas faced with flash floods/hill torrents across the country.

As the Technical DCOP, you will be responsible for assisting the Chief of Party (COP) in developing and refining the project’s technical approach, building a high-performing team, and overseeing day-to-day implementation of CRWGA project activities. You will ensure the technical team focuses on achieving overall project objectives, annual work plan and targets, and key ad hoc activities. With the COP, the Technical DCOP will work closely and maintain positive relationships with USAID officials, the Government of Pakistan, implementing partners, local organizations, and other stakeholders in support of activity goals. The position, which reports directly to the Chief of Party, is anticipated to be full-time for four years. It will be based in Islamabad, Pakistan and is contingent upon program award and USAID approval.

What We Value

  • Minimum of a Bachelor’s degree, with Master’s degree preferred, in international development studies, environmental science or policy, public policy/administration, applied/environmental economics, finance, or another relevant field is required.

  • Minimum of eight years of experience in project management and implementation for USAID or other donor-funded projects—climate adaptation or mitigation activities preferred, including five years of progressive experience in a supervisory role.

  • Knowledge of Pakistan’s climate, water governance, and agricultural policies and the challenges facing their implementation required.

  • Demonstrated technical expertise in some combination of the following: water governance and management systems, community-led water systems, private sector engagement, market-oriented water management systems, water and agricultural policy advocacy and reform, capacity strengthening, green infrastructure and nature-based solutions, safe drinking water, ecosystem services, urban flooding, and flood water management.

  • Knowledge of inclusion of marginalized populations is required.

  • Demonstrated experience in adaptive management preferred.

  • Experience as a Deputy Chief of Party or project management experience at a senior management level on USAID-funded activities preferred.

  • Excellent verbal and written communication skills in English and Urdu are required. Proficiency in Pashto preferred.
