Commander, Navy Installations HOUSING MANAGEMENT SPECIALIST in Indian Head, Maryland

Summary This is a public notice flyer to notify interested applicants of anticipated vacancies. Applications will not be accepted through this flyer. Responsibilities You will develop management plans and directives for the operation and utilization of government-owned, leased and/or Public Private Venture (PPV) housing assets. You will plan, schedule, and coordinate all major activities for family housing projects and all associated facilities for the installation, and/or community housing referral program. You will act as command and customer liaison to real estate agencies, landlords, community, schools, utilities, chambers of commerce, and local governments. You will provide guidance and advice to all participants during the solicitation of project work for renovations and new construction. You will serve as the primary spokesperson to interface between local management, higher authority within the DON, the PPV Business Entity, and tenants. You will plan, prioritize, schedule, and assign work to the staff based on difficulty of work, capabilities, and grade levels of staff directly and through subordinate supervisors. Requirements Conditions of Employment Qualifications Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Utilizing laws, regulations, policies, concepts, and principles to provide expert management, guidance, and advice regarding operation, acquisition, maintenance, and disposal of housing assets; 2) Developing plans for housing projects and facilities, directives, and administrative guides suitable to the region; 3) Researching local/regional housing market trends, construction methods, techniques and costs, design features, and supply and demand for long-range housing management plans; and 4) Identifying and applying the latest and most advanced modern management and planning techniques to solve a wide range of complex problems from multi-family housing facilities of varied architectural design, condition, and age. Education In lieu of experience, the following education requirements may be substituted. Ph.D. or equivalent doctoral degree; or 3 full years of progressively higher level graduate education leading to such a degree; or LL.M., if related. Equivalent combinations of education and experience are qualifying.
