Visit www.atf.gov Responsibilities This position is located under the Office of Field Operations, NCETR - Advanced Explosives Training Branch located in Huntsville, Alabama. The Incumbent serves as a Program Manager in the Advanced Explosives Training Branch (AETB), Explosives Enforcement and Training Division (EETD), National Center for Explosives Training and Research (NCETR), in Huntsville, Alabama, Field Operations, Bureau of Alcohol, Tobacco, Firearms, and Explosives (ATF). Functions as a law enforcement training curriculum and policy developer, and manager for a critical Bureau law enforcement program, function, or operation. Serves as an expert authority on broad law enforcement issues falling within ATF's jurisdiction to include explosives criminal and regulatory enforcement. Projects involve studies of processes, problems, and initiatives which concern major law enforcement programs of the Bureau and associated activities in other Federal, state, local, and international law enforcement agencies and organizations. Provides professional leadership and guidance in extending, improving, and monitoring existing programs and devising, developing, and implementing innovative changes and long-term improvements. Time in Grade requirement must be met by the closing date of the vacancy. Requires proficiency with a firearm per ATF's Standard. May be required to serve a 1-year probationary period. Qualifications To qualify for GS-14, candidates must also have at least one year of specialized experience equivalent to the next lower grade level GS-13. This is a non-bargaining unit position. Specialized experience is demonstrated experience, which has equipped the applicant with the particular knowledge, skills and abilities to perform successfully the duties of this position. Experience must be in the normal line of progression or must be related to the work of the position advertised and must be reflected in resume. Examples of specialized experience include: Possess a working knowledge, skills, and abilities to lead and provide accurate information and guidance regarding investigative procedures (i.e., arrest and processing, arrest principles, handling of dangerous evidence). Conducts surveys, studies, and analyses to identify problems and provide solutions to highly complex and sensitive issues. Interprets and applies ATF's statutory responsibilities and related information of Federal, State, and local jurisdictions, as well as regulated firearms and explosives industries. Prepares reports of progress, findings, recommendations, and impacts of task force groups.
