Subcontracts Administrator (Remote )

System One is seeking a Subcontracts Administrator to provide subcontract support to our clients Infrastructure Solutions ES Construction Unit. This is a great opportunity to join a respected client in the engineering and construction services sector!

Important Details:

  • Temp-to-hire opportunity with possibility of conversion to a permanent role after 520 hours worked

  • Pay rate up to $48.08/hr. Salary will be commensurate with experience.

  • Work schedule: Monday through Friday, 8 AM to 5 PM

  • 100% remote

  • Weekly pay

    Job Responsibilities:

  • Represents the organization as the primary subcontract administrator on assigned subcontracts making internal and/or external presentations as required. Responsible for observing all laws, regulations and other applicable obligations wherever and whenever business is conducted on behalf of the Company. Build effective relationships with both suppliers and internal/external customers.

  • Review drafts as necessary, and negotiate terms and conditions of non-disclosure and teaming agreements.

  • Prepares, analyzes, and evaluates bids and proposals to ensure they meet Government requirements, company policy and department operating procedures.

  • Perform Cost and Price Analysis of bids and proposals.

  • Administer subcontracts of various types and complexity to include Cost Plus, FFP, T&M and Labor Hour.

  • Assist in negotiation of subcontract provisions, and support the generation of subcontract packages for review, approval, and awards to suppliers. In addition, support the negotiation of additions, deletions, or modifications to subcontracts.

  • Participate in negotiation of terms and conditions, pricing, milestones, and other applicable elements for the procurement of equipment and services to provide for subcontract awards in accordance with company policy and department standard operating procedures.

  • Maintains an awareness of regulatory changes and their impact on subcontracts.

  • Helps identify and resolve subcontract issues and problems and assists in providing solutions, and making recommendations to management.

  • Create proper file documentation in accordance with our clients and CPSR regulations.

  • Ensure all files are client and CPSR compliant.

  • Perform subcontractor setup process for all new subcontractors with adherence to client requirements, including documentation collection, submission, and tracking approval process.

  • Additional Functions Other duties as assigned or required.

    Qualifications:

  • Associate degree with minimum 2+ years of experience in defense contracting, subcontract administration assistance, procurement assistance, and proposal preparation for a government contractor. Equivalent professional experience in purchasing, subcontract, or contract administrative assistant experience may be substituted in lieu of education.

  • Experience in Federal Construction projects is preferred.

  • Well versed in Government Contracting (i.e., FAR, DFARS, ITAR General Services Administration Acquisition Regulation (GSAR), and (TINA) Truth in Negotiations) and have a comprehensive understanding of acquisition principles, theories, concepts related to government rules and regulations supporting major Government Agencies and experience demonstrating a broad application of those practices, techniques, standards, and regulations.

  • Experienced and familiar with Statements of Work and SDRL management.

  • Ability to support Request for Proposal (RFP) and review meetings, contract pre-award meetings, final negotiations, and draft/finalization of contract, to include assistance in performing risk analysis of RFPs (identify risks and prepare mitigation strategies) and providing input for pricing strategies, prepare formal contract correspondence and ensure compliance with contract policies, procedures, and standard operating practices to provide successful proposal and contract execution.

  • Knowledge of various contract types, including Firm Fixed-Price (FFP), Firm-Fixed-Price Level-of-Effort (FFP LOE), Cost-plus-fixed-fee (CPFF) Term and Level of Effort (LOE), Time and Materials (T&M), and Indefinite-Delivery, Indefinite-Quantity (IDIQ), Government-wide Acquisition Contracts (GWACs), Contract types.

  • Must be customer focused and possess:

  • The ability to understand complex requirements and develop innovative solutions.

  • Excellent verbal/written communication and the ability to make presentations to a variety of audiences.

  • Excellent interpersonal and leadership skills to influence and guide employees, managers, customers and other external parties.

  • The ability to organize, schedule, and coordinate subcontract activities during multiple work phases.

  • Excellent computer skills and familiarity with standard office tools (ie. MS Powerpoint, Excel, Outlook, Teams, Adobe Acrobat, Costpoint and SharePoint.).

  • Experience and knowledge of CPSR, Procurement Policies and Purchasing Systems. Experience with creating file documentation in compliance with CPSR requirements.

  • Outstanding communication skills (written and oral) with the ability to successfully interact at all levels of a matrix organization; ability to develop relationships within all levels of the organization. Proven customer service skills.

  • Ability to coach, train, and mentor other team members.

  • Excellent organizational and time management skills; must be able to multi-task with a high degree of accuracy and detail in a fast paced, deadline-driven environment. Ability to adjust quickly and adapt to changing priorities.

  • Ability to work independently and as part of a team; capable of representing the organization as a prime contact on subcontract matters with program management, vendors, and customers.

  • US citizenship required due to Federal Contract provisions. Legal authorization to work in the U.S. is required. Must be 18 years or older.
