JOB TITLE: Program Manager for Safety and Quality
DEPARTMENT: Construction Operations

REPORTS TO: Director of Construction Operations
CLASSIFICATION: Exempt
POSITION OVERVIEW:
We are seeking a highly experienced Program Manager with a strong background in federal contracting and expertise in managing safety and quality control programs. The ideal candidate will have experience overseeing complex government construction contracts, ensuring compliance with industry and federal regulations while driving operational compliance excellence.

What Youll Do:
Program Management: Lead and oversee federal contracts, ensuring projects are delivered on time, within scope, and in compliance with all contractual and regulatory requirements.
Safety Management: Develop, implement, and monitor workplace safety programs, ensuring adherence to OSHA, federal, and industry safety regulations.
ISO Compliance: Manage and maintain ISO standards (ISO 9001, ISO 45001, etc.), ensuring processes align with industry best practices for quality and safety management systems.
NQA-1 Compliance- Manage and maintain NQA-1 standards, ensuring processes align with industry best practices for quality and safety management systems.
Quality Control: Oversee Quality Control (QC) programs, conducting audits, inspections, and risk assessments to drive continuous improvement and regulatory compliance.
Regulatory Compliance: Ensure full compliance with Federal Acquisition Regulations (FAR), Defense Federal Acquisition Regulations (DFARS), and other federal contracting policies.
Stakeholder Engagement: Act as the primary point of contact between government agencies, internal teams, subcontractors, and vendors to ensure seamless contract execution.
Risk Management: Identify and mitigate risks related to program execution, compliance, and operational effectiveness.
Budget & Resource Management: Oversee program budgets, resource allocation, and cost control to optimize efficiency and profitability.
Team Leadership: Lead and mentor cross-functional teams, fostering a culture of safety, quality, and compliance.
What Youll Bring:
Experience: Minimum 7 years of experience in federal and or municipal contract program management.
Education: Bachelors degree, Business Administration, Engineering, or a related field; masters degree preferred.
Regulatory Knowledge: Strong knowledge of Federal Acquisition Regulations (FAR), DFARS, and government contracting compliance. Familiarity with ISO 9001 and NQA-1 (Quality Management), ISO 45001 (Occupational Health & Safety), and other relevant ISO standards.
Technical Skills: Proven ability to develop, implement, and maintain quality control programs. Experience managing safety programs (OSHA standards, workplace safety protocols)
Soft Skills: Strong leadership, project management, and problem-solving skills. Ability to manage multiple projects and stakeholders in a fast-paced, regulatory-driven environment.
Clearance: Security clearance (preferred, may eventually be required depending on responsibilities).
Preferred Licenses/ Certifications:
PMP (Project Management Professional) or similar
