Summary You will serve as a Deorbit Vehicle Systems Engineering and Integration (SE&I) Manager or Visiting Vehicle Integration Manager (VVIM) with the International Space Station (ISS) Program's Transportation Integration Office. You will be responsible for leading project teams of highly skilled engineers, including commercial and international partners, through the development, integration, and certification of spacecraft for interfacing and operating with the ISS. Responsibilities Collaboratively lead an integrated ISS, Engineering, Operations, and Deorbit Vehicle Contractor team to establish and manage the requirements, interfaces, standards, testing, and verification campaign of the U.S. Deorbit Vehicle Project. Establish plans and manage trade studies and Technical Performance Measures ensuring resolution of complex technical issues phased appropriately throughout the project life cycle. Serve as the Deorbit Vehicle Project primary interface to ISS Program Management and various ISS Control Boards for recommendations regarding engineering requirements and interface management, testing, verification, and validation. Chair the Visiting Vehicle Integration Management (VVIM) Panel, which provides oversight of the certification of visiting vehicle (VV) readiness as it applies to launch, rendezvous, berthing or docking, departure, and return from the ISS. Manage schedule performance for vehicle integration tasks and milestone reviews to ensure NASA products are provided per the agreed to schedules or template. As assigned, develop and work with the Contracting Officer's Representative (COR) to implement strategies to hold to schedule commitments, ensuring contractor and team members remain within acceptable limits. Manage the VV integration analyses including loads, environments, and safety analyses. Ensure element integration processes are consistent with the ISS level analyses, system architecture, processes, and allocations. Participate (lead as required) in negotiations with vehicle technical/programmatic requirements regarding interfaces, performance and verification requirements, responsibility, and planning with commercial and/or international partners. Requirements Conditions of Employment Qualifications In addition to the Basic Education Requirement (in the Education section below), to qualify for this position you must meet the requirements below and have one year of specialized experience equivalent to the next lower grade, which has equipped you with the particular competencies needed to successfully perform the duties of the position described above. NASA utilizes OPM-approved qualification and rating requirements specific for Aerospace Technology (AST) positions which recognizes NASA's unique aerospace work. The specific qualifications and minimum education requirements are further described below and within the education section of the job announcement. To qualify for GS-15, you must have one year of directly related specialized experience equivalent to the GS-14 level: Providing technical management of aerospace engineering systems and/or associated launch facilities, analyzing problems encountered, and recommending solutions or courses of action; Utilizing systems engineering principles and practices to perform strategic planning for the design, development, integration, testing, verification, and/or operations of space systems hardware/software; Leading project activities for a human space flight program such as planning, reporting on new or existing work/policy proposals, monitoring performance, cost estimating, budgeting, and scheduling. Education Basic Education Requirement: You must have successfully completed a bachelor's degree with a major in one of the following: a) Engineering from a college or university that has ABET accredited engineering programs b) Physical Science, Mathematics, Life Science or other field of Science c) Computer Science that included 30 semester hours or 45 quarter hours of course work in any combination of mathematics, statistics and computer science with at least half of those hours in mathematics and statistics courses that included differential and integral calculus; and that provided an in-depth knowledge of theoretical and practical applications of computer science, including digital computer system architecture and system software organization, the representation and transformation of information structures, and the theoretical models for such representations and transformations. If you did not complete a qualifying bachelor's degree, you may be eligible if you have obtained a graduate degree in an AST qualifying field, as listed above. Degrees in engineering technology are not considered qualifying for this position.
