DESCRIPTION OF DUTIES/ ESSENTIAL FUNCTIONS

The Houston Health Department is seeking a qualified person to serve as an assistant laboratory chief (director) of its public health lab. The candidate must qualify as a laboratory director of a high complexity laboratory under 42 CFR Part 493.1443

The Assistant Laboratory Chief is routinely responsible for oversight of the clinical operations. In the absence of the Lab Chief, the Assistant Laboratory Chief is responsible for oversight of both clinical and environmental operations. Clinical operations include Medical Microbiology, Virology, Serology, Health Center Support Operations, Molecular Diagnostics/Laboratory Response Network, and Mycobacteriology. The environmental operations include environmental chemistry and environmental microbiology. In addition to these areas, in the absence of the Laboratory Chief, the Assistant Laboratory Chief is responsible for the two cross-cutting areas of support areas of Quality and Compliance as well as Specimen Receiving and General Support Services.

The chosen candidate must be an exceptional communicator. The Assistant Laboratory Chief of the laboratory services will serve as the point of contact for collaborators within Houston Health Department, other City of Houston Departments, and external organizations such as Centers for Disease Control, Association of Public Health Laboratories, Texas Department of State Health Services, and other partners.

• The ideal candidate will have knowledge of current challenges to a public health laboratory and have a vision for the future.

• The ideal candidate will have a track record of mentoring and coaching new leaders.

• The ideal candidate will have experience selecting and implementing new technologies.

• The ideal candidate will have experience in Microbiology, Virology, Serology, Molecular Biology (PCR and whole genome sequencing).

WORKING CONDITIONS

This position is physically comfortable; the individual has discretion about walking, standing, etc. There are no major sources of discomfort in a normal office environment.

MINIMUM REQUIREMENTS

EDUCATION REQUIREMENTS :

MD or DO with a current medical license and board-certification in Anatomic and/or Clinical Pathology or possess equivalent qualifications as those required for certification.

OR

MD or DO with a current medical license and laboratory training/experience consisting of either 1 year laboratory training during medical residency or 2 years of experience supervising high complexity testing.

OR

Doctoral degree in chemical, physical, biological, or clinical laboratory sciences with certification by a Board approved by HHS.

EXPERIENCE REQUIREMENTS

In Health and Human Services, three years of post-doctoral experience in a CLIA-certified Clinical Laboratory are required. Experience must include administration/management roles.

LICENSE REQUIREMENTS

None.

Preference shall be given to eligible veteran applicants provided such persons possess the qualifications necessary for competent discharge of the duties involved in the position applied for, such persons are among the most qualified candidates for the position, and all other factors in accordance with Executive Order 1-6.

  • Be a Doctor of Medicine or doctor of osteopathy licensed to practice medicine or osteopathy in the State of Texas; and be certified in anatomic or clinical pathology, or both, by the American Board of Pathology or the American Osteopathic Board of Pathology or possess qualifications that are equivalent to those required for such certification.

  • Be a Doctor of Medicine, a doctor of osteopathy or doctor of podiatric medicine licensed to practice medicine, osteopathy, or podiatry in the State of Texas; and have at least one year of laboratory training during medical residency (for example, physicians certified either in hematology or hematology and medical oncology by the American Board of Internal Medicine).

  • Be a Doctor of Medicine, a doctor of osteopathy or doctor of podiatric medicine licensed to practice medicine, osteopathy, or podiatry in the State of Texas; and have at least 2 years of experience directing or supervising high complexity testing.

  • Hold an earned doctoral degree in a chemical, physical, biological, or clinical laboratory science from an accredited institution and be certified and continue to be certified by a board approved by HHS.

  • Hold an earned doctoral degree in a chemical, physical, biological, or clinical laboratory science from an accredited institution and before February 24, 2003, must have served or be serving as a director of a laboratory performing high complexity testing and must have at least two years of laboratory training or experience, or both; and two years of laboratory experience directing or supervising high complexity testing.
