About the Program

Solomon Islands – Australia Partnership for Governance commenced in January 2022 and is an AUD $35.8 million dollar investment where Australia partners with the Solomon Islands Government (SIG) to support its critical priorities over four years (current phase ends December 2025). The goal of the partnership is to build economic resilience and promote policies and practices for sustainable economic recovery and growth. Australia’s objective for this partnership is to strengthen accountable and inclusive governance in partnership with SIG and other stakeholders. The partnership will contribute to the goal through four end-of-program outcomes (EOPOs).

EOPO1: SIG has strengthened public financial management and oversight.

EOPO2: SIG has improved domestic revenue generation and improved capability in targeted areas.

EOPO3: SIG has strengthened inclusive democratic processes and expanded opportunities for stakeholder engagement in public policy dialogue.

EOPO4: The program generates strengthened relationships between SIG and the Government of Australia.

About the Opportunity

The Procurement Adviser will focus on improving the technical skills and confidence of officers working in the Ministry of Finance and Treasury (MoFT) - Treasury Procurement Unit (TPU). The role requires a capacity-building approach when working with MoFT counterparts (including members of the Central Tender Board) to evaluate and assess the compliance of government tenders, procurement plans, contracts, and other key documents. The Adviser will also assess and prioritise training and development needs for SIG Procurement Officers and work alongside key stakeholders to implement appropriate professional development responses across the public service. The role requires a good working knowledge of SIG tendering, procurement and contracting processes, as well as a strong interest and commitment to capacity building.

Specific responsibilities of the Procurement Adviser will include:

  • Improving SIG capacity to develop and administer procurement rules, policies, and systems for high-level ministry outcomes.

  • Prioritising activities based on agreed Work Plan to:

  • Provide technical procurement and contracting advice support and training to key counterparts in the TPU and ensure that SIG procurement and contracting rules, regulations, and policies are correctly applied.

  • As requested by SIG, provide input to the development of guidelines and policies to support the Public Financial Management (PFM) Procurement Regulations in order to strengthen SIG tendering procurement and contracting.

  • Provide capacity-building support to SIG Procurement Officers focusing on targeted training on skills and learning from the Certificate IV Procurement course.

  • Support in the development of the Annual Procurement Plans.

  • Support SIG counterparts in mainstreaming GEDSI in supported activities.

Key deliverables of the Procurement Adviser will include:

  • Personnel in the TPU have better understanding and knowledge of SIG procurement systems and apply this knowledge to the analysis and processing of procurement documents submitted to the TPU.

  • Ensure that SIG procurement systems function smoothly.

  • Through TPU, SIG procurement systems are upgraded whenever Finance Instructions or the Public Financial Management Procurement Regulations are updated, or Finance Circulars are issued.

  • Provide the Accountant-General with high quality advice, technical input, and support to achieve sound procurement for SIG.

  • Develop a variety of high-quality documents including work plans, monthly progress reports, reflection reports and other ad-hoc reports required from time to time.

About You

We are seeking an individual for this strategic position who has the following:

  • A tertiary diploma in Management, Administration, Economics, or related courses.

  • Professional Certification in Procurement, an advantage.

  • Ability to work under pressure, maintain a high level of personal organisation and meet deadlines.

  • Proficient at MS Office Suite and its use in managing and reporting.

  • Previous work experience in Solomon Islands or the Pacific Region, an advantage.

  • Proven experience and ability to deliver results in procurement, or logistics, preferably in an international development organisation, non-profit, or similar.

  • Demonstrated strong oral and written communication skills with an ability to provide inputs into reporting, work with high level Government and Program counterparts and maintain relationships with suppliers.

  • Demonstrated knowledge of the procurement process, tender documentation and assessment, contract documentation and setting quality measures for goods and services.

  • Sound problem solving ability and experience working effectively within a team environment.

  • Demonstrated knowledge of analysing and reporting against an agreed scope of services
