The Human Resources (HR) Risk and Internal Controls Officer will report to the Director, HR Risk and Internal Controls and partner with assigned functional areas, within HR, to ensure business processes and risks align to the enterprise risk management frameworks. The HR Risk and Internal Controls Officer will lead ongoing identification and assessment of the business line's risks and key controls.

The HR Risk and Internal Controls Officer will provide oversight to HR areas (including those with high inherent risk) and play a key role in risk advisory and oversight activities. This role requires strong understanding and knowledge of Risk and Control Identification and Assessment (RCSA) and a strong understanding of risks within a business function. The position will support their aligned areas to design and implement key controls within the front-line to meet operational and regulatory requirements, with respect to corporate policies and industry best practices. This role will also establish a formal communication channel with their aligned leaders to share risk program updates, policy updates, and other key risk program information to senior leaders.

Job Responsibilities:

JOB RESPONSIBILITIES

  • Risk Management. Lead identification, assessment, monitoring, and mitigation of risk exposures within HR functional areas. Monitor moderately complex business specific programs and provide risk management consulting to support the business in designing and implementing risk-mitigation strategies. Lead control management RCSA and issue management activities. Work with management on identified issues in root-cause analysis, action plans, supporting documentation and testing of implemented controls to clear findings or issues.
  • Testing Engagements. Coordinates internal/external audits and exams to ensure timely delivery of required documentation. Facilitates requests for information and supporting research from business units and assists with and reviews final responses to all audit requests. Collaborates with risk partners to ensure valuable reviews with meaningful results.
  • Procedure/Process Management. Provide direction and expertise on development of sufficient documentation including policies, procedures, processes and user guides to increase efficiencies, reduce errors and mitigate risks. Stay abreast of compliance and regulatory changes at Flagstar and within the industry to continue to act as a SME for advising and monitoring processes across HR. Ensure regulatory/compliance related requirements are embedded within Business Units procedures and user guides. Understand the current systems and their respective capabilities. Drive change in the organization and ability to handle complex change management. Assist with development of new procedures and updates. Direct assigned business units on annual reviews of procedures to ensure accuracy and compliance.
  • Bank Initiative Partner. Assists in the interpretation of complex regulatory requirements and effectively communicates the potential impact to affected business lines. Support the development and implementation of regular communication methods to keep employees informed of policy, procedural and regulatory updates. Regularly evaluates assigned business unit processes and practices to ensure consistency with applicable regulatory requirements and expectations. Prepares comprehensive written reports and summaries communicating results of findings and highlighting overall business risk.
  • Governance. Ensures compliance with all enterprise risk management policies and standards. Implements risk management methodologies for assigned business units. Provides consultative advice regarding risks, issues, and mitigation strategies for new processes and initiatives.
  • Uses independent judgement and discretion to make decisions pertaining to risk governance, audit, compliance.
  • Analyzes and resolves problems pertaining to risk governance, audit, and compliance.


ADDITIONAL ACCOUNTABILITIES
  • Performs special projects, and additional duties and responsibilities as required.
  • Consistently adheres to regulatory and compliance policies and standards, as listed, and completes required compliance trainings.


JOB REQUIREMENTS

Required Qualifications:
  • Education level required: Undergraduate Degree (4 years or equivalent). 4 years of related experience (in addition to the minimum years of experience required) may be substituted in lieu of degree.
  • Minimum experience required: 7 Years in Operational Risk, Compliance Testing, or Audit.
  • Proven ability to partner effectively across all levels of the organization and develop positive working relationships.
  • Advanced understanding of laws and regulations impacting financial institutions. Able to manage and execute multiple projects within required timelines.
  • Experience defining and documenting business processes and functions.
  • Ability to analyze and assess the adequacy of operational controls and identify opportunities for process improvements and efficiency gains.
  • Strong understanding of Risk and Control Self-Assessments (RCSA).
  • Strong understanding of operational risk management and/or compliance.
  • Demonstrated ability to follow company policies, guidelines and procedures.
  • Strong attention to detail and ability to multi-task.
  • Strong verbal and written communication skills and demonstrated success communicating with various levels within an organization.
  • Ability to think critically and logically.
  • Ability to develop effective relationships with various levels within an organization.
  • Proactive self-starter with good people management skills and a strong work-ethic.


Preferred Qualifications:
  • Large Financial Institution (LFI) experience.
  • Knowledge of relevant industry regulations and regulatory compliance impacting HR; including, but not limited to: ADA, EEOC, FLSA, FMLA, ERISA, Interagency Guidance on Sound Incentive Compensation Policies, Pay Transparency, and Federal and State Prevailing Wage regulations.
  • Risk or HR certifications (CIA, CRCM, CERP, CCEP, PHR, SPHR, etc.).
