State of Montana Professional Engineer 1(Dams & Canals) $6000 Sign-on Bonus in Helena, Montana

The DNRC is actively seeking experienced Dam Engineers and Canal Engineers to provide engineering design and support services for Department owned State Water Projects. This position is eligible for a $6,000 sign on bonus. * *Selected candidate may be eligible to receive relocation expenses per DNRC Moving and Relocation policy. This position has pay levels. Starting pay will be set based on education and experience. You may be eligible to move up within the pay levels during your employment based on the criteria outlined in the Performance Matrix. DNRC Professional Engineer Performance Matrix - Pay Levels Level 1 - $43.43 Level 2 - $45.43 Level 3 - $47.43 The State of Montana, specifically DNRC Water Resource Division’s State Water Projects Bureau, administers the operation, maintenance, management, and rehabilitation of 19 Water Storage Projects including 23 dams and over 250 miles of irrigation canals. This position is within the Bureau’s Project Management Section and is focused on repairing and rehabilitating existing water conveyance structures. Work Unit Overview: * The principal function of the State Water Projects Bureau is to operate and maintain state-owned water projects that provide water storage, irrigation water delivery, flood control, recreation, and other natural resource and public benefits. The Rehabilitation Section provides for the continued safe operation of state-owned irrigation systems by facilitating rehabilitation projects, implementing repairs, coordinating maintenance and operation activities, and assisting water users’ associations. *Job Overview: Personnel in this position provide civil engineering expertise and project management for the Project Rehabilitation Section within the State Water Projects Bureau. This position requires licensure as a Montana Professional Engineer. Engineering disciplines inherent to the position include geotechnical, hydrologic, hydraulic, mechanical, structural, and economics. Experience in surveying, technical writing, and construction is preferred. Knowledge in these disciplines is used to identify operational issues, develop rehabilitation alternatives, design repair projects, pursue financial resources, produce contracts, manage consultants and construction contractors, and work with private, state and federal entities. State Water Project’s design work requires a strong engineering background including formal education, specialized training, and design experience specifically related to dams and water conveyance systems. Designs often require a creative, customized approach because each water project is unique. Essential Functions (Major Duties or Responsibilities): These job functions are the essential duties of the position and are not all-inclusive of all the duties that may be assigned to the incumbent. * Oversight of operation and maintenance activities associated with the Department’s State Water Projects (SWP). * Communication and Documentation of Work o Document work products in appropriate formats (emails, field reports, technical reports, construction reports, etc.) and communicate work to colleagues, water users’ associations, contractors, regulatory agencies, et al. using emails, letters, reports, meetings, and presentations. * Engineering Inspection o Conduct annual and regulatory five-year inspections of dams and associated structures. o Identify, prioritize, design, and implement recommendations for operation, maintenance, and repairs. o Coordinate maintenance and repair efforts with water users’ associations, regulatory agencies, contractors, and other parties. * Engineering Project Management o Develop scopes, schedules, and budgets for dam repair and rehabilitation efforts. o Manage consulting engineers through feasibility, design, and construction administration for rehabilitation projects. o Review and approve technical submittals from consultants that may include elements of geotechnical, hydrologic, hydraulic, structural, mechanical, environmental, and economic engineering. * Construction Project Management o Develop and manage construction contracts on projects ranging from several thousand to tens of millions of dollars. o Provide part- or full-time construction oversight on a variety of construction projects. o Review and provide recommendations for construction documentation including schedules, payments, change orders, claims, inspections, and project closeout. * Engineering Design and Technical Analysis o Direct the collection of field data and other information necessary to assess project performance and develop engineering designs. o Complete feasibility analyses to develop scope, schedule, and cost information related to dam and canal repair activities. o Develop designs, plans, specifications, and bid packages for repair projects. * Field Work o Field work is required approximately 15% of the time. o Field work may be conducted in various weather conditions and may occur during or outside of scheduled work hours. o Physical conditions include climbing ladders, traversing sloped earthen embankments and concrete spillways, and entering confined spaces including manholes and conduits. This typically includes experience in the fields of hydraulic, hydrologic, geotechnical, and structural engineering. Licensure in Montana as a Professional Engineer is required within 6-months of hire. * A minimum of 2-years of applicable post- professional engineer licensure experience. * Expertise in a specialty area of civil engineering that is applicable to irrigation systems (e.g. geotechnical, hydrology, hydraulic, structural). This may be either specialized education (e.g. a master’s degree, graduate coursework, or an undergraduate focus in a relevant specialty area of civil engineering), or specialized experience. The required knowledge, skills, and abilities are typically acquired through a combination of education and experience equivalent to a Bachelor of Science degree in Civil Engineering; specialized training in water project designs, construction methods and materials; and at least two years of experience directly related to water resources design and construction or water project operation and maintenance. Thorough knowledge of civil engineering fundamentals with specialization in water project structural design and construction, hydraulics, hydrology, soil mechanics, and water resources is required. * Considerable knowledge of surveying, water measurement, irrigation systems, legal land descriptions, contracts and agreements, design and construction practices, economics, computers, engineering software, and technical writing is desirable. * Strong oral and written communication skills. * Must be skilled in the use of computers. * Experience with word processing, spreadsheets, CAD, GIS, hydraulic analysis programs, water measurements instruments, surveying instruments, and soils and concrete testing equipment is desirable. Special Information: * * Candidates must be eligible to work in the United States. A valid driver's license is required with less than 12 conviction points in the most recently completed 36 months. * Applicants must be able to climb embankments, walk on uneven surfaces for up to a mile and crawl through confined spaces such as siphon pipes. *Eligibility to work: *In accordance with the Immigration Reform and Control Act, the person selected must produce within three days of hire documents that show authorization to work in the United States.
