Chenega Enterprise Systems & Solutions, LLC, a Chenega Professional Services ’ company, is looking for a Program Analyst with Inter-Agency Agreement Experience to support the Centers for Disease Control and Prevention (CDC), Division of Healthcare Quality Promotion (DHQP), Office of the Director (OD). This person will provide Program Management, Analysis and General Operations Administrative Services and Support.

Responsibilities

  • Prioritize and allocate available program resources; review and evaluate program and service delivery, make recommendations for, and execute changes in program operations to ensure maximum effective service provision; works with CDC programs such as ICE, IRIS, UTAM and CONCUR.

  • Perform strategic planning and financial analysis, including assisting in preparation of specialized program and project budgets and reports (e.g., technical reviews, carryover requests, contract modifications) to support operational needs.

  • Confer with and represent the assigned program and division in meetings with offices within in CDC, grantees, and external partners to foster collaborative working relationships to the benefit of the program.

  • Monitor and perform day-to-day operations of the program to ensure that policies and procedures are being followed, that goals and objectives are met, and that services and projects are being accomplished efficiently and effectively; take corrective action.

  • Coordinate various activities to provide contracts and grants management tasks. Including de-obligations, inter/intra-agency agreements and ICE requisitions.

  • Perform administrative duties requiring oversight, attention to detail and analysis; perform strategic planning and financial analysis, including assisting in preparation of project budgets to include operational needs.

  • Maintain records that provide for the proper evaluation, control, and documentation of assigned activities; prepare a variety of written correspondence, reports, and other materials as appropriate.

  • Coordinate the processing of pre/post award documentation for contracts within Division of Healthcare Quality Promotion (DHQP). This includes statement of works, acquisition plan, CDC clearance document, Government Cost Estimates, Purchase Request, and all other necessary documentation.

  • Track and manage funding within Division of Healthcare Quality Promotion (DHQP) Work with Public Health Advisor to provide recommendations in planning resources for program activities. Creates spend plan and track budget expenditures to ensure the appropriate funding mechanism for extramural projects are accurately allocated and managed.

Qualifications

  • Four (4) to seven (7) years of relevant, direct comparable or similar work experience.

  • Completed Bachelor’s Degree or equivalent work experience to substitute.

Knowledge, Skills and Abilities:

  • Computer skills to include but not limited to, skills in operating Microsoft Office software, with emphasis on Word, Excel, Power Point, and Outlook as well as SharePoint.

  • Skills in managing and prioritizing multiple assignments with strict deadlines and ability to coordinate efforts among many offices.

  • Excellent interpersonal and communication skills (both oral and written).

  • Expertise to prepare and present information/data via oral briefing(s) and/or by written reports
