Indian Health Service Procurement Technician in Gallup, New Mexico

Summary 06/14/2024: READVERTISING This position is located with the Division of Acquisition at the Gallup Indian Medical Center in Gallup, NM. The primary purpose of this position is to serve as procurement technician responsible for performing a variety of technical and clerical procurement support activities in combination with office automation work for the area assigned. Responsibilities 12/28/2023: This position is being re-announced to solicit additional applicants. Prepares a variety of procurement documentation which requires assimilation of data and special provisions to prepare solicitations, contracts, and supporting- documentation. Reviews contract requirements packages to detect administrative or regulatory omissions and discrepancies and takes necessary action. Performs a final review, before distribution, of the solicitation or contract to assure all documents are complete and included and current and proper distribution lists are used. Reviews changes to procurement regulations and policies, and coordinates with the supervisor/specialist any required changes to solicitations or contracts. Incorporates changes to these documents. Procure commercial or specialized services, professional medical services and construction projects necessary for the support function of the Navajo Area Office at service units using UFMS/PRISM systems. Performs contract administration functions such as periodic contacts with administrative contracting offices and contractors for delivery status, contract close-out status and work progress. Creating, editing and reformatting lengthy reports requiring advanced functions such as those required to generate tables of contents; statistical data with multiple columns, technical directives, correspondence and lists of exhibits; using database or spreadsheet software to enter, revise, sort or calculate and retrieve data for standard or special reports Requirements Conditions of Employment Selectee may be subject to a probationary/trial period ESEP appointees typically serve a two year trial period U.S. Citizenship is required Selective Service Registration is required for males born after 12/31/1959 You will need to set up direct deposit so we can pay you. Qualifications To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. MINIMUM QUALIFICATIONS: GS-04:Applicant must have successfully completed 2 years above High School -OR- Your resume must demonstrate at least one (1) year of general experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Progressively responsible clerical, office or other work that indicates ability to perform the work of this position at the GS-4 level. GS-05: Applicant must have successfully completed 4 years above High School leading to a Bachelor's degree -OR- Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Utilizing a variety of simplified acquisition procedures instruments to establish contracts to acquire supplies; Preparing, verifying, abstracting, controlling, or closing out procurement documents, files, reports, and/or records; completing transactions in procuring services, supplies and/or equipment; updating and maintaining the currency of procurement documents or related information. NOTE: Equivalent combinations of education and experience are qualifying for all grade levels and positions for which both education and experience are acceptable. Combining Education and Experience: Equivalent combinations of successfully completed post-high school education and experience may be used to meet total experience requirements at grades GS-5 and below. For GS-4: This education must have been obtained in an accredited business, secretarial or technical school, junior college, college or university. One year of full-time academic study is defined as 30 semester hours, 45 quarter hours, or the equivalent in a college or university, or at least 20 hours of classroom instruction per week for approximately 36 weeks in a business, secretarial, or technical school. The total percentage must equal at least 100 percent to qualify an applicant for that grade level. For GS-5: Only education in excess of the first 60 semester hours (i.e., beyond the second year) is creditable toward meeting the specialized experience requirement. One full academic year of study (30 semester hours) beyond the second year is equivalent to 6 months of specialized experience. Time In Grade Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP). You must meet all qualification requirements within 30 days of the closing date of the announcement.
