Operations Planning -Manager 1

Overview:

Position is full-time exempt (salaried) working for the National Training Center Training Support Contract (NTCTSC) at the National Training Center (NTC). NTCTSC brings to bear the full capabilities of many of the world’s best systems integration and engineering companies in the technical integration of live, virtual and constructive (LVC) training support. The NTCTSC is located at Fort Irwin, CA in the Mojave Desert approximately forty miles northeast of Barstow, CA. NTCTSC operations support the NTC mission to provide realistic joint and combined arms training focused on developing soldiers, leaders, and units of the United States military for success on the 21st Century Battlefield.

Responsibilities:

*The Operations Manager is directly responsible for the rotation/exercise and daily operations for V2x and subcontractors under NTCTSC.

*These include operations, monitoring, reporting, and training responsibilities within all clin structures associated with NTCTSC.

*Directly responsible for daily operations of V2X and sub-contractor performance to meet contractual, PM, and corporate requirements.

*Oversees and coordinates the operational aspects of the NTC rotations and ongoing projects to synchronize and meet SAR/SOW requirements for NTCTSC.

*Serves as liaison between sub-contractors; project management and planning, project-team, and line management.

  • Assesses project issues and develops resolutions to meet productivity, quality, and client-satisfaction goals and objectives.

*Responsible for monitoring all project progress and provides intervention and problem solving.

*Direct interaction with project managers, line managers, sub-contractors, and customers.

  • Ensures compliance with all tracking; accountability and POP (Period of Performance) requirements.

*Works directly with Human Resources on staffing requirements and HR issues to ensure site business objectives are met.

*Works with Safety and Quality to ensure current EHS/QA processes are implemented in all divisions.

*Primary duty is to interface with the customer and PMO for all operations.

  • Must be a direct leader providing a professional personal model for our supervisory personnel, to include sub-contract operations.

*Directly responsible for sub-contract management of all assigned divisions/sections and works with site manager on policy implementation.

*The Operations Manger reports directly to the NTCTSC Site Manager.

Required Education:

  • Bachelor of Arts or Science with major focus in communications, computer science, and/or business management. May consider experience in lieu of education.

    Required Experience:

  • Ten (10) years’ experience in Operations Management with a focus in military training and operations.

*Demonstrated leadership experience and strong team building skills working with a diverse team in a highly demanding military training environment.

  • Ability to effectively communicate with and direct front line managers to achieve desired results. Strong working knowledge of Live Virtual and Constructive training environments and their implementation.

    Desired Experience:

    *Experience as a NTC observer controller or similar is desired.

    *Working knowledge of military doctrine is desired.

*Possess knowledge of the NTC field terrain, preventative maintenance operations, and related OSHA safety information.

  • Experience with MAXIMO is desired.

  • Experience in military is desired.

    Physical Abilities:

    Must be in good physical condition capable of traveling in military aircraft / vehicles; to lift a maximum of 35lbs; and wear appropriate personal protective equipment. Be able to endure field conditions including possible overnight field assignments in extreme weather conditions (heat, cold, wind) and at height (mountain tops, elevated walk areas, towers).

    Special Requirements:

  • Possess and maintain a valid U.S. State Driver’s License and maintain military installation driving privileges.

*Must be fluent in English with the ability to read, write, and comprehend technical documentation, schematics, and diagrams.

  • Must be a U. S. citizen and able to obtain and maintain a SECRET security clearance.

  • May be required to travel in CONUS / OCONUS to support unit training up to 180 days if required.
