A mid-level Systems Engineer for the Defense Information Systems Agency (DISA) Services Development Directorate Internal Business Programs Support is responsible for the full lifecycle management and operational support of internal business applications, including design, development, testing, deployment, and maintenance. This role requires technical proficiency with IT applications, close coordination with various stakeholders, and adherence to industry best practices to enhance system availability, integrity, and efficiency within classified and unclassified environments.

ESSENTIAL FUNCTIONS/RESPONSIBILITIES:

  • Manage the full software development lifecycle (SDLC) for internal business applications, including concept development, planning, requirements analysis, design, coding, testing, deployment, and maintenance.

  • Provide technical support for application development, migration, integration, and sustainment.

  • Perform Operations and Maintenance (O&M) tasks, including troubleshooting, system updates, and enhancements.

  • Implement and support Risk Management Framework (RMF) processes.

  • Collaborate with DISA SD engineers, government developers, system security managers, and other key stakeholders.

  • Support changes to hosting environments, including migration to cloud platforms like JWCC and STRATUS Cloud.

  • Provide IT Service Desk support for internal applications.

  • Develop and update documentation, Standard Operating Procedures (SOPs), and Tactics, Techniques, and Procedures (TTPs).

  • Perform system administration, configuration management, and database administration.

  • Enhance governance and improve efficiency through Business Intelligence and best practices.

Attend and contribute to recurring Change Control Board (CCB) meetings, mission partner sync meetings, and other project management and program governance meetings.

EDUCATION, EXPERIENCE, & CERTIFICATIONS:

  • Bachelor’s degree in Computer Science, Information Technology, Engineering, or a related field.

  • 3-7 years of experience in systems engineering or a related field.

  • Demonstrated expertise in managing complex work assignments and providing innovative solutions.

  • Experience with full lifecycle application management, including development, deployment, and maintenance.

  • Proven experience with IT Operations and Maintenance (O&M) processes and tools.

  • Hands-on experience with risk management, system administration, and software development.

  • Proficiency in using development management tools like JIRA and participating in Scrum development processes.

  • Relevant industry certifications such as CompTIA Security+, Certified Information Systems Security Professional (CISSP), or similar.

  • ITIL v3 or v4 certification is preferred.

  • Certifications related to cloud platforms (e.g., AWS, Azure) or system administration are advantageous

  • Certificate of completion for SailPoint Advanced Training

  • Demonstrated familiarity with multiple identity management provisioning systems: SailPoint and Waveset

  • Experience with the following programming languages: Java, BeanShell/JavaScript, JSP/Servlets, SQL, Powershell

  • Experience setting up and installing software on both Windows and Unix (Linux, Sun, HP, AIX) platforms

  • Experience with Databases (Oracle, Sybase, MSSQL, MySQL)

  • DoD Secret clearance REQUIRED.
