U.S. Army Forces Command TELECOMMUNICATIONS MANAGER in Fort Liberty, North Carolina

Summary About the Position: You will serve as a Telecommunications Manager overseeing FORSCOM Electromagnetic Spectrum Operations and associated programs; and you will be responsible for Spectrum Management, Electromagnetic Compatibility, Joint Information Security, and Management of Record Communications for the organization. This position is located at HQ US Army Forces Command (FORSCOM) in Fort Liberty, North Carolina. Responsibilities Serve as the Telecommunications Manager for FORSCOM Electromagnetic Spectrum Operations (EMSO) ensuring internal and external management functions associated with assigned programs are executed in accordance with established policy. Determines the need for and organizational changes required to accomplish assigned missions and plans for their implementation, and for conducting related operations and training for the active and reserve component forces. Oversee Joint Electromagnetic Spectrum Program, Compatibility, Warfare Policy, Cyber Electromagnetic Activities (CEMA), Electronic Attack, Joint Spectrum Interference Resolution (JSIR), and Spectrum Supportability Risk Assessment reporting. Negotiates operational authority among Federal agencies and with foreign governments for domestic and international operations Identifies spectrum resource requirements in domestic, international, Joint, Combined and Service operations and crises, contingencies and readiness exercises. Reviews resources for technical validity, compliance with international law, Electromagnetic Compatibility, frequency declinations and economy of scale. Reviews and evaluates Spectrum Management appendices to appropriate annexes of Operation, Contingency and Crisis Action Plans. Oversees joint Information Security matters and their subsets (Communications Security (COMSEC), Computer Security (COMPUSEC), Signal Security (SIBSEC), Emanations Security (TEMPEST) and assigned Inter-theater COMSEC Package QCP) for the command. Oversees all record communications through regulating and assigning joint Plain Language Addresses (PLA's), tactical Routing Indicators (RI's) and assigned Address Indicator Groups (AIG's). Specialized Experience: One year of specialized experience equivalent to the GS-12 grade level in the Federal service which includes overseeing Electromagnetic Spectrum Operations (EMSO) and all internal and external management functions associated with assigned programs; AND overseeing the Spectrum Management and Electromagnetic Compatibility, and Joint Information Security and Management of Record Communications for the command and related operations and training supporting active and reserve component forces. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). You will be evaluated on the basis of your level of competency in the following areas: Telecommunications Project/Program Management Telecommunications Security Management Telecommunications Systems Operations Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12). Applicants must meet all eligibility requirements and minimum qualification requirements prescribed by OPM within 30 days of the closing date of the announcement.
