Summary About the Position: Serves as a Lead Human Resources Specialist (Recruitment & Placement) assigned to the Army Staff & Field Operating Agency (ASFOA) Civilian Human Resources Service Center (CHRSC). Responsibilities Monitor program implementation and administration to assure compliance. Provide authoritative interpretation and instructions on laws, regulations, policies and procedures, and advise on appropriate courses of action. Perform quality review of recruitment actions, vacancy announcements, ratings, referrals, and selections. Perform special studies to analyze overall or program specific human resources operations, identify problem areas, and develop solutions for improving efficiency, accuracy and quality of services. Compile and analyze a variety of program, production, advisory, and demographic indicators to identify adverse trends and potential trouble spots. As Subject Matter Expert in Recruitment and Staffing provide expert advisory and consultative services. Provide authoritative interpretation and instructions on laws, regulations, policies and procedures, and advises on appropriate courses of action. Specialized Experience: One year of specialized experience which includes interpreting and applying complex civilian Human Resources (HR) laws, regulations, policies, and practices in order to provide advice or guidance on civilian operational HR topics; providing training on civilian HR related topics, processes, or programs; and planning or conducting reviews of recruitment and placement program areas to identify deficiencies or areas for improvement. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-12). You will be evaluated on the basis of your level of competency in the following areas: Compliance Developing Others Problem Solving Staffing and Recruiting Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12). Applicants must meet all eligibility requirements and minimum qualification requirements prescribed by OPM within 30 days of the closing date of the announcement. Education Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
