Mayor & Council of Federalsburg Public Works/Maintenance Supervisor in Federalsburg, Maryland

Job Description:

The Maintenance Supervisor is responsible for overseeing the Maintenance Department, which is responsible for construction and maintenance of the Towns infrastructure; including streets, sidewalks, the water and wastewater distribution system and public buildings. This department is also responsible for refuse collection and maintenance on all public grounds. This position is a working supervisor, and is a salaried position and that requires some holiday, evening and weekend work.

Duties include, but not limited to:

  • Responsible for performing trade-based work involving maintenance and repair of the towns street, water, sewer and/or storm drain infrastructure.

  • Determines manpower and equipment required to accomplish any given maintenance job; utilizes assigned personnel as needed. Supervises the collection of refuse, maintenance of the towns streets and by-ways, culverts, bridges, traffic signs and symbols; assists various employees, when necessary, training them in the operation of equipment and in the proper use of materials. Periodically inspects town sidewalks and reports results so that property owners can be notified.

  • Maintenance of water and wastewater distribution collection systems to include repair and maintenance of water and sewerage lines; the installation and maintenance of all service lines, main valves and hydrants; keeps water supply clean by maintaining filters, mains and clear wells in good condition.

  • Assists employees when necessary to alleviate problems and to motivate them to increase productivity; uses tools to compliment employees on strength and discusses weaknesses with a view to assist the employee in overcoming same; when necessary, recommends employees to be terminated and/or additional personnel positions to be created.

  • Supervises, instructs and trains personnel in areas of operating theory and practice as well as safety.

  • Determines thorough knowledge of safety of workers on the job and assures that equipment receives periodic maintenance and keeps logs of such maintenance; performs other duties as required by the Town Manager.

  • Must be able to maintain strict confidentiality when required.

  • Must be able to attend Mayor and Council meetings when requested by the Mayor and Council and/or the Town Manager.

  • Must be able to present a cheerful and neat appearance, and must be able to project an appropriate diplomatic manner when dealing with public concerns, issues, and questions.

Required Knowledge, Skills and Abilities:

Working knowledge of road maintenance equipment, basic automotive maintenance and repair, supervisory experience, and a strong ability to motivate and lead others. Ability to communicate effectively and diplomatically with employees and the public, to read and comprehend technical English and engineering drawings. To teach accident prevention methods and to apply first-aid, when needed; to operate trucks, air compressors, boring machine, temper, tap machine and pumps; ability to manage the work and make optimum use of available man-power and materials.

Thorough knowledge of water treatment operations, machinery and type of training necessary of the mechanical conditions of the equipment as well as techniques used in potable water treatment.

Considerable knowledge of safety, accident prevention and first-aid methods.

Ability to walk, climb and the ability to lift material weighing at least fifty pounds.

Required Licenses:

The incumbent should possess the following licenses:

  1. A valid Maryland Commercial Driver's License.

Desired Qualifications:

  1. Knowledge of surveying and an interest in furthering knowledge of road construction methods, material and equipment.

  2. Experience, training or schooling in plumbing.

Responsible for brush, leaf and bulk item collection, and during inclement weather, snow and ice removal.

Performs a variety of unskilled and semi-skille tasks in the maintenance and operations of buildings, restroom areas, grounds, parks, open space and forestry.

Responsible to provide emergency on-call response in support of weather emergencies, along with water and wastewater operations.

Responds to complaints regarding street, storm drains, water leaks, pressure loss, no water, and sewer blockages; evaluates situations and explains findings to supervisor.

Performs required labor involved in construction and maintenance projects as part of a crew.

Follows and enforces recommended safety practices, and uses appropriate safety devices such as cones, arrow boards and traffic warning signs. Also, assists in the installation of trench shoring devices, atmosphere tests, and other confined space entry equipment.

Operates and maintains vehicles and equipment such as, but not limited to, backhoe, frontend loader, skid loader with attachments, dump truck, leak collection truck, and snow removal equipment.

Operates and maintains equipment such as, but not limited to, jackhammer, chipper, chain saw and other hand/power tools.

Ensures proper maintenance of equipment and tools by cleaning and checking equipment and tools after use.

In support of Wastewater Operations- Assists in inspecting and/or repairing lift/pumping stations, meters, draining systems, and sewer system to ensure that all aspects of the systems are functioning properly. Rods, cleans, flushes, assesses condition, and televises sewer mains. Uses various hand tools in cutting, fitting, laying, repairing, tapping, cleaning, and flushing sewer mains, pipes, manholes, clean-outs, valves, and fittings on repair and installation of mains and services. Enters confined spaces, such as sewer manholes to perform maintenance and repair tasks. Perform mandatory state required daily testing in the form of PH, chlorine, nitrates, ammonia and other process testing involved with wastewater daily operations.

In support of Water Operations- Uses various hand tools in cutting, fitting, laying, repairing, tapping, cleaning, and flushing water mains, pipes, fire hydrants, valves, and fittings on repair and installation of mains and services. Assists in replacement of defective water meters. Enters confined spaces, such as valve vaults to perform maintenance and repair tasks. Perform mandatory state required daily testing in the form of PH, chlorine, and other process testing involved with water daily operations.

Performs other duties as required.

Job Type: Full-time

Pay: $62,000.00 - $65,000.00 per year
