SOUTH IOWA AREA CRIME COMMISSION Operations Manager in Fairfield, Iowa
WORK ASSIGNMENT The Operations Manager is classified as a full-time salaried position at approximately 40 hours per week. The workdays and hours will be designated by the Executive Director.
**This position requires the performance of duties which may expose the employee to HIV or other blood-borne or airborne pathogens.
DUTIES
- Develops model policies and procedures for multi-county criminal justice planning agency.

``` 2. Provides technical assistance to member law enforcement agencies on matters relating to personnel practices, jail operational procedures and other operating procedures.

``` 3. Responsible for the planning and execution of annual training for member counties. To include 40-hour basic jail certification, medication management and other courses as necessary.

``` 4. Manages the revision and updating of Jail Policies and Procedures and other policies as necessary for Member Sheriffs.

``` 5. Manages all aspects of policy development, planning, and training for Member County Sheriffs Offices.

``` 6. Advised the Executive Director, Board of Supervisors, Member Sheriffs, and Jail Administrators on matters affecting jail operation, personnel policies and procedures, and other areas of concern/interest as required and requested. Identifies potential liability vulnerabilities, formulates compensatory measures, and coordinates the resulting proposals with the Sheriff.

``` 7. Directly supervises Transport Officers. Supervises office personnel, reviews time sheets and other expense and payroll documents in the absence of the Executive Director. After-hours point of contact for Juvenile Project issues.

``` 8. Conducts staff meetings, reviews progress of assignments and projects, disseminates new information counsels employees, and conducts employee performance evaluations and appraisals.

``` 9. Represents the Agency at various meetings and prepares synopses of meeting agendas complete with recommended actions or responses.

``` 10. Prepares and coordinates position vacancy announcements, schedules and conducts interviews of perspective employees, develops and updates position descriptions for agency personnel, and conducts exit interviews.

``` 11. Schedules and conducts initial and recurring employee proficiency training.

``` 12. Ensures effective management and overall operation of the Transportation Component/Juvenile Project. Assigns Transport Officers to rotating weekend and holiday assignments. Takes transportation requests from Member Counties and assigns them to Transport Officers. Transport clients when other staff are unavailable.

``` 13. Receives telephone calls, emails, and messages for agency personnel, prepares and types correspondence using various types of automated office machines and information systems. Maintains manual and automated files, distributes incoming/outgoing mail in Executive Directors absence, files, publications, and documents.

``` 14. Ensures conservation, protection and authorized use of agency property, supplies, and equipment.

``` 15. Provides input and assists in the development of annual operating budgets.

``` 16. Other job-related duties as later required or assigned.
