The Fairfax County Park Authority (FCPA) is seeking a high-level professional who is both excited to be a part of the technology and data systems team and to be a part of one of the most highly regarded park systems in the country. With more than 24,000 acres of parkland, nine Rec Centers, eight golf courses, three lakefront parks, and more, FCPA is an exciting organization to be a part of and there are many opportunities for staff to make a difference at every level.

The goal of FCPA’s IT Services Branch is to promote innovation, support county services, energize overall technology, develop, and maintain information technology systems, and provide secure, agile and sustainable technology infrastructure. Reporting to the Park Authority’s IT Services Program Manager, leads the Applications and System Administration Section and is the escalation point for multiple agency IT systems and applications. Provides direction and oversight to section personnel. Ensures systems adhere to all county guidelines and industry standards and are functioning as intended. Works collaboratively with vendors, the Department of Information Technology and other county agencies as necessary to diagnose and resolve issues with hardware, software, network, and system configuration. Develops business requirements documents to include an outline of the process, key deliverables, expectations, and project scope. Collaborates with other business analysts, technical resources and subject matter experts on projects and provides requirements clarification as needed; Identifies system requirements and makes recommendations on new systems, upgrades, and configuration changes to meet those requirements. Compiles and organizes data in order for management to identify gaps, opportunities for improvement, documents findings, and updates queries. Monitors system performance to ensure any SLAs or minimum specifications are met.

This position will provide support, integration, and serviceability of IT solutions and tangible resources including:

  • Supervises and leads the Applications and Systems Administration Section of the IT Services Branch.

  • Serves as the lead system administrator for multiple business critical agency IT systems and is the system administration escalation point of contact.

  • Manages and facilitates development of agency applications and automated business processes using the Microsoft Power Platform and other county approved development platforms.

  • Serves as the agency administrator of SharePoint and active directory & user group management.

  • Collaborates with cross-functional teams to ensure the successful planning, execution, and completion of IT projects.

  • Works with IT Program Manager and other branch section managers to identify IT initiatives, priorities, needs, and deficiencies, improved efficiencies, and comprehensive agency IT plans.

    Schedule note: may be required to work a varied schedule including mornings, evenings, and weekends to respond to system issues.

    Note: The assigned functional areas of this position are IT infrastructure and support, Business Systems Strategy, and Network Management.

  • Provides direction to align technology with organization's strategy, priorities, and business needs;

  • Serves as lead system administrator for multiple complex interdepartmental systems in multiple environments on a variety of platforms;

  • Develops the processes and policies to ensure compliance with federal and state systems and regulations;

  • Serves as agency's point of contact to coordinate and funnel agency's needs and requests through Human Services' centralized IT Strategic Planning Group;

  • Oversees the evaluation and redesign of business processes to enhance business functionality and efficiency and to facilitate large-scale change;

  • Leads efforts to seek ways of applying new and existing technology to business processes, providing expertise on technical trends and external practices;

  • Manages the business process activities for the systems development life cycle for new and/or existing complex systems;

  • Manages the development, implementation, interoperability, quality assurance, and security of systems;

  • Identifies and maintains key performance measures for business processes associated with technical systems;

  • Manages workgroups that perform documentation of system requirements and specifications detailing user needs to be utilized by system technical support members;

  • Manages staff performing the functional testing process during solution implementation to ensure that they function correctly to serve user needs without compromising other system functions;

  • Determines appropriate system life cycle techniques and methods for implementation;

    Supervises the delivery of training classes to user groups;

  • Evaluates, prioritizes, and educates others on the technical implications of requested changes and improvements on systems;

  • Brokers services with DIT and vendors on behalf of customers;

  • Coordinates multi-system solutions to clarify interdependencies so that systems interface seamlessly with each other;

  • Communicates with other IT functional areas to apprise them of project status, inform senior management of progress, and keep DIT's technology and service managers aware of user issues needing resolution;

  • Stays abreast of technology changes.

  • Ability to work cooperatively with technical staff and end users and establish and maintain relationships.

MINIMUM QUALIFICATIONS:

Bachelor's degree in computer information systems, business administration, or related field; plus, five years of experience in information systems and process redesign, managing and implementing all phases of the systems development life cycle, including at least one year of supervisory experience.

PREFERRED QUALIFICATIONS:

  • Excellent written and verbal communications skills and demonstrated project management skills.

  • Two years or more experience supervising subordinate staff. Proven leadership in applying in applying information technology tools to achieve agency strategic goals. Demonstrated expertise in creating and achieving system plans, in managing successful projects.

  • Two years or more experience utilizing SharePoint Online to store, retrieve, search, archive, track, and manage an organization’s critical information.

  • Two years or more experience implementing and supporting point-of-sale (POS) applications.

  • Three years or more experience studying, analyzing, and evaluating short and long-range IT-related system and application functional requirements.

  • Three years or more experience forming or participating on teams to establish planning and implementation schedules, objectives, responsibility assignments, and timelines.

  • Two or more years experience in developing Power Platform applications (canvas or model driven) utilizing Microsoft Dataverse, Power Automate, and Power BI.
