The Opportunity

As a Subcontracts Administrator , you will be responsible for supporting the entire procurement lifecycle for the domestic team. You will take part in contract negotiation, pre-award proposal support, administration of subcontracts, and analyze estimates of service, material, equipment and production costs. Success in the role looks like being able to juggle multiple tasks at once, and excellent time management skills across competing priorities. Other responsibilities include monitoring company performance on routine contractual obligations, originating all company correspondence of contractual significance, and maintaining fields and systems of record documentation.

Core Responsibilities:

  • Develops subcontract specifications, terms and conditions for the procurement of technical services using approved templates. Prepares solicitation packages and analyzes and evaluates proposals, negotiates subcontract provisions, selects or recommends subcontractors.

  • Review terms and conditions revisions proposed by subcontractors, incorporate Company preferred contractual positions, and secures required approvals prior to execution of documents. Drafts awards using approved templates and administers resulting subcontracts. Negotiates changes within prescribed delegation of authority.

  • Implements and ensures compliance with competition requirements to the maximum extent possible on all subcontract procurements.

  • Within prescribed guidelines, develops request for proposal/application terms and drafts subcontract/subaward documents. Negotiates and coordinates additions, deletions, or modifications to awards of all kinds.

  • Drafts and negotiates teaming arrangements, including joint ventures, consortiums alliances, etc. Fully understands and can execute pre-award subcontracts activities during a proposal lifecycle from capture to live bid.

  • Coordinates with other team members throughout the Company for consistency in approach and review of all subcontracts. Supports other team members in required Government reporting activities, as applicable.

  • Develops and delivers training to internal staff on US Government Federal regulations that affect subcontract and subaward agreements. Has solid background and understanding pertinent acquisition and assistance regulations and practices, including the FAR, 2CFR200, and agency specific regulations.

  • Ensures all agreements are written/documented and establishes proper files to support audits in a CPSR-compliant environment

What We Value

  • Bachelor’s degree + 5 years of experience OR Master’s degree + 3 years of experience

  • Must be well versed in Government Contracting and have a comprehensive understanding of acquisition principles, theories, concepts related to US government rules and regulations supporting major civilian agencies.

  • Developed knowledge of subcontractor and subrecipient selection processes, award, and administration.

  • Excellent communication skills (verbal, written, and presentation)

  • Ability to organize, schedule, and coordinate subcontract activities during multiple work phases and manage conflicting priorities in fast paced environment

  • Problem solving skills

  • Demonstrated sense of urgency

  • Ability to work independently or in a team environment, as appropriate

  • Microsoft Office Suite (Word, PowerPoint, Excel, Outlook, Teams) and Adobe Acrobat proficiency

  • eSign application familiarity (Certinal, DocuSign or equivalent)

  • Familiarity and working knowledge of Contract Lifecycle Management systems (Unison CLM, Technomile, or other applications).

  • Working knowledge of Oracle ERP system, procurement applications and processes

  • Ability to work with all levels of management (internal and external)

  • Ability to coach and mentor other less experienced personnel

This position offers an anticipated annual base salary range of $72,000 to $115,000 and may vary by ten percent depending on candidate geographic location.   Salary offers are made based on internal equity and market analysis.
