This position is part of the Office of the Chief Human Capital Officer, Government Publishing Office in Washington, District of Columbia. Responsibilities Developing an effective workforce plan that enables the organization to align workforce requirements directly to the agency’s strategic and annual business plans. Analyzing the workforce by determining what the current workforce resources are and how they will evolve over time. Implementing an action plan that ensures that human and fiscal resources are in place, roles are understood, and the necessary communication, marketing, and coordination is occurring to execute the plan and achieve the strategic objectives. Monitoring, evaluating, and revising progress against milestones, assessing for continuous improvement purposes, and adjusting the plan to make course corrections and to address new workforce issues when necessary. Developing workforce strategic plans that incorporate recruiting, training/retraining, restructuring organizations, contracting, and succession planning to strategically position the Agency to deal with its future human resource needs. Partnering with workforce development, education, and training to identify short- and long-term skill gaps and develop a plan of action and milestones to close the gaps. Requirements Conditions of Employment Qualifications To qualify for the Strategic Workforce Planner, PG -0301-14, applicants must possess one year of specialized experience equivalent to the PG-13 grade level in the Federal Service that includes, but not limited to: Carrying out the goals and objectives of the strategic plan (long-term) and performance plan (short-term). Identifying and working with business units to implement gap reduction strategies. Evaluating workforce development programs to assess an organization's diversity and inclusion policies, strategies or approaches. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Only experience and education obtained by the closing date of this announcement will be considered. Background Investigation: For a Suitability: To ensure the accomplishment of its mission, the GPO requires every employee to be reliable and trustworthy; this position requires a background investigation for Suitability. To meet those standards, all selected applicants must undergo and successfully complete a background check for Suitability. This review could include fingerprints and credit checks, as well as a full field FBI background investigation and tax and bar checks for attorney applicants. The background investigation covers a period of seven to ten years depending on the nature of the position; this process may take 6 weeks or longer. The Agency may rescind the tentative offer, if the candidate is unable to pass the background investigation. For a Public Trust: To ensure the accomplishment of its mission, the GPO requires every employee to be reliable and trustworthy; this position requires a Moderate Risk Public Trust background investigation. To meet those standards, all selected applicants must undergo and successfully complete a background for a Moderate Risk Public Trust. This review could include financial issues such as delinquency in the payment of debts, child support and/or tax obligations, as well as criminal offenses and illegal use or possession of drugs; this process may take 6 weeks or longer. The Agency may rescind the tentative offer, if the candidate is unable to pass the background investigation. Schedule A (Disability Appointment): Documentation of eligibility for employment under Schedule A can be obtained from a licensed medical professional (e.g., a physician or other medical professional certified by a state, the District of Columbia, or a U.S. territory to practice medicine); a licensed vocational rehabilitation specialist (i.e., state or private); or any Federal agency, state agency, or agency of the District of Columbia or a U.S. territory that issues or provides disability benefits.
