Description
The City of Detroit's Rental Escrow Program serves tenants who are facing issues with their housing, such as lack of essential repairs, unsafe living conditions, or lack of a Certificate of Compliance. The program allows tenants to withhold rent and place it into an escrow account until the landlord addresses the problems.
The Escrow Support Specialist will be responsible for ensuring the successful operation of the escrow program. The Escrow Support Specialist is skilled in cross-functional project management and works collaboratively across City departments, with external stakeholders, and regularly engages with residents. This role requires effective vendor management to ensure quality program delivery. The Escrow Support Specialist also responsible for advising on and developing systems to accurately track program metrics.
The Escrow Support Specialist serve as analysts and advisors to management on the evaluation of the effectiveness of government programs and operations of: the substantive nature of agency programs and activities; agency missions, policies, and objectives; management principles and processes; and the analytical and evaluative methods and techniques for assessing program development or execution and improving organizational effectiveness and efficiency. Some positions also require an understanding of basic budgetary and financial management principles and techniques as they relate to long range planning of programs and objectives. The work requires skill in: application of fact-finding and investigative techniques; oral and written communications; and development of presentations and reports.
Examples of Duties
Escrow Specialist with a specialization in housing programs and finance performs a range of duties including, but not limited to:
Develops, administers, monitors or evaluates economic and community development programs, grants and/or contracts for conformance, effectiveness and timeliness
Reviews, tracks, and monitors program applications
Communicates clearly with program participants and partners on a frequent basis
Builds and maintains stakeholder partnerships
Provides customer care to residents
Work collaboratively, regularly liaise between City departments
Attends meetings of other governmental agencies, business, and community groups as assigned and summarizes discussion and action items
Develops new or modified administrative program policies, regulations, goals, or objectives
Utilizes data collection and analysis techniques to evaluate individual programs; submits oral and written reports to management personnel for their consideration and decision-making
Analyzes and evaluates, on a quantitative or qualitative basis, the effectiveness of program operations in meeting established goals and objectives
Supports grant application development as directed and in coordination with City department staff
Assists in drafting proposed statements of work, requests for proposals, and requests for qualifications
Upon award of contracts, tracks contractor performance
Collaborates and participates with the Office of Contracting and Procurement in the coordination of the bid process with other staff, contractors, and vendors to ensure bids are obtained in a timely manner
Reports to management about asset utilization and audit results and recommends changes in operations and financial activities
Receives from Departmental Financial Services financial and financial-related information to perform analysis of program effectiveness
Serves as liaison with grantors, grant recipients, grant sub-recipients, and assigned neighborhoods to clarify, interpret, and resolve issues
Responds to and resolves difficult and sensitive citizen inquiries and complaints
Performs special projects and other duties as assigned
Minimum Qualifications
In addition to the minimum education requirements, the following experience requirements also apply:
One (1) year of professional experience providing project management-related activities or a systematic review, analysis, interpretation, and evaluation of grants, housing programs or other financial/operational data is preferred but not required.
Must demonstrate proficiency with integrated word processing and spreadsheet functions.

This plan is provided by Blue Care Network of Michigan and utilizes their PCP Focus Network. This plan provides you with the opportunity to receive an enhanced level of benefits and pay less out of your paycheck for your medical plan. There are two important requirements that you should consider and understand if you should decide to enroll in this plan. You will have to choose a primary care physician that serves within the PCP Focus network. This primary care physician coordinates your care. The network includes over 22,000 Primary Care Physicians. There are also Wellness Requirements that you (the subscriber) must meet in order to remain in the enhanced level of benefit.
Administrative Special Services Staff (Exempt) are eligible for the following benefits:
CURRENT SICK LEAVE – Granted (3) months of continuous service. (1) day per month, not to exceed (12) days per year.
VACATION – Granted (1) day per pay period, not to exceed 20 days per fiscal year
PAID HOLIDAYS – Granted if paid for 600 straight time hours in the (12) months prior to the holiday
MILEAGE REIMBURSEMENT - Granted on same basis as regular employees.
WORKERS COMPENSATION – Covered by applicable laws.
UNEMPLOYMENT COMPENSATION - Covered by applicable laws.
HOSPITALIZATION – You are eligible to purchase healthcare benefits for yourself and your dependents under a group rate. You will be responsible for the full premium, no employer contribution will be applied. Please review the Health Care Plan Options Booklet for more detailed information.
This position is not eligible for the City Pension Plan, dental, vision, optical, death, life, disability, funeral, reserve sick or jury duty.
Administrative Special Services Staff (Non-Exempt) are eligible for the following benefits:
CURRENT SICK LEAVE – Granted (3) months of continuous service. (1) Day per month, not to exceed (12) days per year.
VACATION – Granted on the following basis:
