Summary IOWA AIR NATIONAL GUARD - TITLE 32 EXCEPTED SERVICE POSITION This position is open to current on-board Title 5 and Title 32 employees of the 132d Wing, Des Moines, Iowa Air National Guard. Military membership is required. LOCATION: 132d Wing, Des Moines, Iowa Responsibilities As a IT SPECIALIST (INFOSEC), GS-2210-12 your duties are below. Manages and directs personnel in support of Offensive Cyberspace Operations and Defensive Cyberspace Operations. Manages the execution of operations plans to ensure positive control of assigned resources. Evaluates operational effectiveness of communications, sensors, intrusion detection, and related support equipment. Analyzes national defense guidance and strategic objectives to create operation policies. Implements policy through management of tactics, techniques, and procedures (TTP) to execute assigned weapon systems and command and control (C2) capabilities. Plans, programs, and develops budget inputs to ensure resource availability. Plans and conducts exercises and evaluations to ensure unit meets operation readiness goals, adheres to operation procedures, and uses sound management practices. Manages C2 of cyberspace operations with DoD, interagency and Coalition Forces to establish situational awareness of both friendly and adversary operations. Manages specific cyberspace actions including cyberspace defense, cyberspace operations in support of intelligence operations, cyberspace operational preparation of the environment and cyberspace attack in order to support OCO and DCO. Monitors and coordinates manning authorizations and military personnel assignments, identifying needs or problem areas to the commander, and collaborating with supervisors on recommendations. Maintains unit attendance records and the notification and counseling of members concerning requirements and the consequences of failure to satisfactorily participate. Monitors unsatisfactory participation. Reports personnel, equipment, and/or training shortfalls to commanders, supervisors, staff, and operators. Submits reports describing the unit's readiness status to the Status of Resources and Training Systems (SORTS) and Aerospace Expeditionary Forces (AEF) Reporting Tool (ART). Provides recommendations to UTC pilot units and Functional Manager on manpower and equipment changes. Establishes subsequent recommendations regarding equipment status. Creates and implements force development and management plans to ensure that mission essential manpower, career development, and long-range mission and force development plans meet with mission and commander's intent. conducts studies and analyzes contingencies, deployments, exercises, and mobilizations (CDEM) plans to determine required actions to enhance the COS's combat readiness and provides recommendations for problem resolution. Assists leadership with the selection, utilization, deployment, and monitoring of personnel forces and equipment to meet CDEM expectations. Evaluates a variety of types of CDEM taskings. Receives inputs from various sources; for examples, DOC statements, OPlans, Mission Capability statements (MISCAPs), and Unit Manning Documents (UMDs); reviews for completeness, errors, etc.; requests additional data as needed; and analyzes data. Provides guidance and direction to the commander regarding the COS's ability to accomplish those missions. Compiles and submits a variety of recurring reports related to the status of personnel, training, and equipment. Complies and evaluates data; makes mathematical and statistical computations; i.e., percentages, ratios, etc., according to prescribed formulas and information given or collected. Makes recommendations to the commander based on personal judgment and analysis of applicable directives and available data. Coordinates with representatives of the CPT leadership cell, CPT and/or ICS operations squads, and the Commander to ensure Unit readiness for operational events, exercises, assessments and projects, and oversees the management of all support function equipment and tools. Assists in the management of Commerical Off-The-Shelf (COTS) computer and communications equipment maintenance, facility maintenance, workday utilization management, budget preparation, resource allocation, administrative support, and personnel management. Incumbent coordinates with Unit Commander to establish Unit readiness objectives and policies. Oversees the deployment training of Unit personnel to meet operational requirements. Exercises responsibility for establishing and maintaining a high level of readiness for assigned personnel. Exercises supervisory personnel management responsibilities. Advises and provides counsel to employees regarding policies, procedures, and directives of management. Selects or recommends selection of candidates for vacancies, promotions, details, and reassignments, in considerations of skills and qualifications, mission requirements, and EEO and diversity objectives. Develops, modifies, and or/interprets performance standards. Explains performance expectations to employees and provides regular feedback on strengths and weaknesses. Holds employees responsible for satisfactory completion of work assignments. Performs other duties as assigned. D2331 Requirements Conditions of Employment NATIONAL GUARD MEMBERSHIP IS REQUIRED: This is an excepted position that requires military membership in a compatible military assignment in the Iowa Air National Guard. MINIMUM REQUIREMENTS: All series personnel must be certified at the next higher level before being eligible for that level and must have a minimum of one year on-the-job experience in the grade immediately below the next higher level. An applicant must have a validated understanding of the basic principles and concepts of the occupational series and grade. SPECIALIZED EXPERIENCE REQUIREMENTS: GS-2210-12: Must have experience in the following: Must have at least 12 months of specialized experience working the cyber program's standardization and evaluation programs. Skilled in weapon systems, crew positions, and developing policies used to assess Cyberspace Operator mission readiness. Experiences included coordinating with MAJCOMs, Numbered Air Forces, Group Standardization and Evaluation, and active duty counterparts to validate that the unit's evaluation program reflected AF standards and metrics. Experienced in developing procedures used to assess an operator's currency and readiness to perform contingency and training missions. Skilled in identifying performance trends and knowledgeable in applying remediation to improve operator performance. Demonstrated abilities, skills, and knowledge competencies required to assess and document a Cyberspace Operator's evaluations and qualifications. Capabilities to write clear directions for the Crew Information Files that provide timely operational requirements for operators to read before they are cleared to conduct missions. Knowledgeable of published cyber operation regulations. Experienced in analyzing, evaluating and examining Cyberspace Operators in order to determine their proficiency levels as required to operate cyberspace weapon systems and meet the of particular crew positions' standards and special mission profiles. Skilled in conducting scheduled and unscheduled positional, written and supplemental evaluations and examinations. Must have expanded competencies that involved instructing, verifying, and certifying employees' qualifications when the employees were nominated for the Instructor Cyberspace Operator and Standardization and Evaluation Examiner (SEE) upgrade qualifications. Experiences included performing cyberspace operations that protected and defended (or assessed the capability to protect and defend) information and information systems that ensured availability, integrity, authentication, confidentiality, and non-repudiation. Capabilities included information systems mission assurance by incorporating protection, detection, and reaction capabilities. Experienced in conducting risk and vulnerability assessments of DoD information systems that identified vulnerabilities, risks and protection needs. Provided technical assessments and subject matter expertise that improved mission and system defenses. Must have a full-range of competencies as an experienced and qualified Evaluator Cyberspace Operator. Must have comprehensive knowledge and understanding of information technology, cyberspace operations, and the unit's tasked missions to develop and monitor unit policies and procedures. Experienced in delivering assessed changes to higher-level policies, standards, directives or operations manuals that provided impacts on unit plans, policies, programs or operations. Must have experiences in the cyber program regulations, procedures, policies, and guidelines. Skilled in presenting formal and informal briefing and written reports in regard to the Cyberspace program mission readiness. Skilled in conducting and assessing on-line and classroom training that resulted in effective and efficient training environments. Experiences included recommendations to senior leaders to adopt new concepts, criteria, and standards for inclusion in cyberspace operations training programs.
