The mission of the Colorado Energy Office (CEO) is to reduce greenhouse gas emissions and consumer energy costs by advancing clean energy, energy efficiency, and zero emission vehicles to benefit all Coloradans. CEO develops and implements programming to support that mission and achieve outcomes within Colorado’s energy sectors.
The Colorado Weatherization Assistance Program (WAP), as part of CEO, provides energy efficiency and renewable energy retrofits to income-qualified Colorado residents.These retrofits include LED light bulbs, high efficiency furnaces and refrigerators, building shell insulation, and rooftop solar arrays, among others. WAP operates in all 64 Colorado counties and serves Colorado’s diverse population of residents through its local service providers (subgrantees). The WAP Manager is a key part of the CEO WAP team and works with subgrantees, funders, and other stakeholders to help deliver WAP services.
CEO currently has an opportunity for a Program Manager to join the WAP team. The Program Manager will support the WAP team as described in the duties and responsibilities below.

Description of Job
Starting Salary: $70,000.06 - $80,000.18 Annually
*This position is eligible for a hybrid and/or remote working arrangement. Hybrid positions are expected to be present at the office location for no less than one day per work week.
Provide training, technical assistance, and overall program management and support to WAP subgrantees
Nurture subgrantee relationships through clear guidance and communication, especially as it relates to policy interpretation and program compliance
Organize and facilitate monthly subgrantee meetings
Conduct administrative monitoring for subgrantees in coordination with other team members
Work collaboratively with the WAP team to problem-solve any issues that arise
Work collaboratively as needed to assist with CEO policy updates
Engage with the WAP team and subgrantees on process improvement efforts
Utilize data reports to help inform programmatic guidance
Contribute to ongoing data management and database improvement efforts
Manage documents, spreadsheets, and other files in Google Drive
Provide input during WAP strategic planning
Support stakeholder engagement activities
General Duties and Responsibilities
Adhere to all health and safety policies in the planning and execution of activities
Maintain positive working relationships with a diverse range of stakeholders
Abide by office policies and procedures in a manner that ensures fiscal responsibility and promotes efficient, effective, and elegant government
Use word processing, spreadsheet, database, and scheduling software applications to prepare correspondence, plans, reports, schedules, and other documents
Assist other CEO departments in carrying out unit and office wide priorities
Participate in and travel as necessary to designated events and conferences in support of office programming
Perform other duties as requested and required
Follow CEO in-office work requirements

Ability to work independently and as part of a team with strong collaboration skills
Ability to provide strong customer service and provide solutions to common problems
Strong time management and organization skills
Strong written, oral, and presentation communication skills
Minimum of 1 year professional experience related to the duties and responsibilities listed above
Proficient in the following:
Microsoft or Google Suite of services (email, spreadsheets, documents, presentations, etc.)
Video conferencing applications (i.e. Google Meet, Zoom, MS Teams)
Salesforce or other database software experience
Preferred Qualifications
Previous experience in either:
Stakeholder engagement
Relationship management
Colorado energy industry
Federal grant management
Grant Program Administration and Management, or
Salesforce CRM
Experience within the weatherization sector isstrongly preferred
Bachelor’s degree or equivalent experience with professional communication, problem solving, and critical thinking skills
