Description of Job

Position Summary:

Come join the exciting grant management work with our Health Education Services team at the Colorado Department of Education. We are looking for highly motivated and energetic individuals to collaborate with fellow team members as we provide continued support for schools and districts. Project AWARE (Advancing Wellness and Resiliency in Education) is a competitive grant program funded by the federal Substance Abuse and Mental Health Services Administration (SAMHSA). The Project AWARE 2022 Program Coordinator for the Colorado Department of Education coordinates state-level grant work and supports project partners, ensuring that the project's outcomes are achieved and that the terms and conditions of the grant are met. The goal of Project AWARE 2022 is to support two Local Education Agencies (LEAs) and one Tribal Education Agency (TEA) grantee to collaborate with their communities and establish and strengthen school-based mental health within a multi-tiered system of support. This role also coordinates and connects with other internal and external stakeholders in support of the program's goals. This position is dependent upon ongoing federal funding and is supported by a competitive grant, through September 29, 2026.

Major Duties and Responsibilities:

A. Grant and Project Coordination / Management

  • Organize and coordinate grant activities, including reporting, budgets, training, contracts, and support for funded and non-funded local partners as related to training and technical assistance.

  • Support implementation efforts with the selected local partners to improve or expand upon evidence-based behavioral health programs, services, and interventions for school-aged youth and families with the goal of improving student educational outcomes.

  • Increase the capacity of local partners to promote school-based mental health awareness, promotion, and access to services within the multi-tiered system of support in Colorado school communities.

  • Ensure compliance with a detailed grant schedule.

  • Manage and oversee project management activities for 2022-funded local partners. Support and hold 2022 local partners accountable for making progress and meeting program milestones.

  • Coordinate with the Project AWARE State Team to align local and state-level projects and partnerships.

  • Collaborate with the Project AWARE State Team Lead on budgeting and vendor contracts.

  • Work collaboratively with CDE Grants Fiscal Management Unit, as well as CDE Accounting and Purchasing (as necessary) to manage and provide monthly financial reports to the Project AWARE State Team Lead.

  • Collaborate with various partners, including: federal funders/partners (SAMHSA); Colorado Behavioral Health Administration (BHA); Colorado Department of Public Health and Environment (CDPHE); the National Technical Assistance Center; Local Education Agency (LEA) partners; and Tribal Education Agency (TEA) partners.

B. Evaluation and Reporting

  • Engage with the program’s evaluator to ensure actionable and useful evaluation results are available, including conducting required activities and reporting.

  • Understand the evaluation methodology, manage reporting, meet deadlines and communicate about the outcomes.

  • Use data to assess project implementation and guide quality improvement in collaboration with program partners.

  • Support the writing and submission of federally required reports for Project AWARE 2022.

  • Contribute to the 2022 annual reports, continuation applications, and monthly state-level team calls.

C. Communications and Web Resources

  • Work with the Project AWARE State Team Lead to develop communications and messaging to keep all partners engaged and informed.

  • Promote and develop tools to support school-based mental health at the state-level

  • Develop content for the website and resources for Project AWARE grant in alignment with CDE’s communications guidelines and work collaboratively with the Project AWARE State Team Lead to publish documentation and web page content.

D. Professional Development and Training

  • Make formal and informal presentations about the program, promising practices, and lessons learned upon request.

  • Provide in-depth coaching and support to each grantee monthly, as well as bi-monthly calls with local level grant managers and quarterly targeted professional development sessions also open to non-funded partners state-wide.

E. Collaboration and Partnership

  • Build commitment to the goals and objectives of the program among both program partners and external partners.

  • Co-develop (with other state agency partners) a state-wide suicide prevention training policy and support the coordnation of the school-based mental health advisory board as specified in the federal requirements along with Project AWARE co-coordinators.

  • Work collaboratively to implement enhancements to the current state infrastructure for a coordinated, culturally-responsive approach to meet the behavioral health needs of students, families, and communities, as appropriate for CDE’s role and responsibilities.

  • Collaborate with other groups within CDE and across state agencies to assist in identifying promising practices and learn from research and evidence-based practices.

  • Build and maintain relationships with multiple project partners, Colorado-based partners, and other Project AWARE grantees throughout the United States.

Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights

MINIMUMEDUCATION ANDEXPERIENCE REQUIREMENTS:

  • Bachelor’s degree in mental health, or related field

    • Three years of professional experience in an occupational field related to the work assigned to the position

QUALIFICATIONS AND CONDITIONS:

  • Demonstrated ability in managing grants and budgets, including two - three years of project management experience

  • Minimum two years experience in data management, including collecting and utilizing data for planning, quality improvement, and reporting purposes

  • Demonstrated ability to synthesize and implement programs based upon complex information from multiple sources, such as government, schools and community partners

  • Strong communication skills, including written and verbal

  • Collaboration and team-building skills

  • Minimum two years experience implementing professional development or training programs

  • Ability and willingness to travel

  • Ability to pass a background check, which includes a motor vehicle records search
