The Colorado Department of Education (CDE) provides leadership, resources, support, and accountability to the state's 178 school districts, 1,888 schools, over 53,000 teachers, and over 3,200 administrators to help them build capacity to meet the needs of the state's approximately 905,000 public school students. In addition, CDE provides structural and administrative support to the Colorado School for the Deaf and the Blind and the Charter School Institute.

Critical responsibilities in this role include (but are not limited to):

  • Providing strategic leadership and oversight of the School Quality and Support.

  • Managing the planning, implementation and monitoring of all division strategies and initiatives

  • Leading the development and implementation of relevant policy, rules, and statutes

  • Serving as the department’s lead on initiatives and requests related to the School Quality and Support.

  • Ensuring consistent, high-quality internal and external customer service division-wide

  • Represents the Department internally and externally on matters related to the work of the School Quality and Support division.

  • Provides leadership to the state legislature (in conjunction with CDE’s policy team), federal legislators, U.S. Department of Education, internal and external stakeholders in the development and implementation of future educational policy concerning areas pertinent to the School Quality and Support division.

  • Serves as both a sounding board and incubator for innovative ideas to accelerate priorities and service excellence, and champions those ideas for the good of the organization.

  • Provides guidance and support to the School Quality and Support division, ensuring high-quality performance, accountability, and professional growth.

Job Duty 1: Divisional Leadership (20%)

Provides divisional leadership for and oversees all units under School Quality and Support. This includes organizational development, supervision, coordination, reporting and budget work for the division.

Serves as an integral member of the Senior Leadership Team (SLT) and Extended Leadership Team (ELT) providing or facilitating recommendations and expertise concerning areas within the Student Learning divisions.

In collaboration with all leadership teams, supports the creation and maintenance of a healthy organizational culture that promotes growth and equal opportunity in alignment with CDE’s values of accountability, equity, integrity, service, and trust.

Supports the enhancement of cross-unit team work to build coherence in CDE’s work, especially in terms of the School Quality and Support division.

Serves as both a sounding board and incubator for innovative ideas to accelerate priorities and service excellence, and champions those ideas for the good of the organization.

Designs and implements a model of collaboration where innovative ideas may grow and impact the ways the School Quality and Support division engage in their work together.

Engages in and supports healthy conflict and conflict resolution laterally and vertically throughout the organization.

Job Duty 2: Strategic Planning and Implementation (15%)

Supports the Commissioner and Commissioner’s Leadership Team (CLT) in establishing the vision and strategic direction while leading the planning, implementation and monitoring of all strategies and initiatives within the Student Learning division.

In conjunction with all Colorado education stakeholders, and collaboratively across CDE divisions, units and offices, leads, supports and facilitates the successful implementation of the Colorado Department of Education strategic plan and the State Board of Education mission, goals and objectives.

Provides leadership of all initiatives being undertaken within the School Quality and Support division with an eye towards cross-Departmental collaboration in order to increase coherence of our work.

Represents CDE in legislative policy contexts (in conjunction with the department’s policy team), national and state organizations, and professional and public associations on issues related to the School Quality and Support division’s roles and responsibilities.

Provides guidance and support to the School Quality and Support division, ensuring high-quality performance, accountability, and professional growth.

Monitor and, as needed, recommends adjustments to the School Quality and Support division staff to ensure alignment with the CDE strategic plan, compliance with federal and state statutes, Board of Education rules, and Colorado Department of Education (CDE) policies, practices and procedures.

Job Duty 3: Policy/Program Development and Implementation (35%)

Lead the development and implementation of all policy, rules, and statutes concerning the School Quality and Support division.

Supports unit leads in the development and implementation of all policies, rules, and statutes required by law and necessary for the implementation of the CDE strategic plan.

Monitors the implementation of all policies, rules, and programs aligned with the work of the School Quality and Support division.

Reviews all materials submitted to the State Board of Education from the division and, along with the Commissioner and Deputy Commissioners, supports unit leads in ensuring effective and consistent engagement with State Board of Education members.

Stays abreast of current research, trends, and innovations in education, and identifies opportunities and challenges for the department and the state—particularly as they relate to accountability systems, flexible and innovative learning opportunities, school and district transformation, and any other work of the School Quality and Support division.

Job Duty 4: Partner Engagement and Customer Service (25%)

Serves as the primary contact for initiatives and requests related to the School Quality and Support division and supports the School Quality and Support unit leads and their teams in engagement of educational partners and customer service.

Represents the Department internally and externally, locally and nationally, on matters related to the work of the School Quality and Support division.

Provides leadership to the state legislature (in conjunction with CDE’s policy team), federal legislators, U.S. Department of Education, internal and external stakeholders in the development and implementation of future educational policy concerning areas pertinent to the School Quality and Support division.

Communicates and disseminates information, policies, and best practices around the work of the School Quality and Support division to internal and external audiences, using various platforms and media, working through CDE’s communication team.

Supports unit leads and the Chief Communications Officer in establishing a proactive communication and engagement strategy that strengthens relationships with education partners while improving the policy and programs being developed and implemented by the School Quality and Support division.

Establishes and maintains positive and productive relationships with key stakeholders aligned with the work of the School Quality and Support division, including school districts, higher education institutions, professional organizations, and community partners, to advance the department's academic agenda and goals.

  • Demonstrated and proven commitment to and track record of positively impacting student achievement.

  • Experience leading large-scale initiatives designed to address school and district performance.

  • Demonstrate knowledge of Colorado’s accountability systems, laws and rules pertaining to achievement, growth, and improvement planning. Knowledge of Colorado’s charter, innovation and online laws and rules.

  • Familiarity with federal laws (ESSA and IDEA) regarding accountability and improvement.

  • A passion for addressing unique needs and contexts of diverse populations and communities, including: English-language learners; students of poverty; exceptional students; and rural, suburban, and urban communities.

  • Demonstrated knowledge of the Education Accountability Act of 2009, Innovation Schools Act, Every Student Succeeds Act, Colorado Academic Standards, and the Colorado’s Achievement Plan for Kids (SB 08-212).

  • Demonstrated experience in organizational and leadership development.

  • Demonstrated outreach and technical support experiences with schools, districts or state education agencies.

  • Demonstrated ability to work through ambiguity, problem solve, build trust and bring clarity to roles and responsibilities in order to meet organizational needs.

  • Experience collaborating, managing, and/or coaching other adults within an outcome-oriented environment. Demonstrated experience of leading a diverse team to achieve shared outcomes.

  • Exceptional communication, listening, and conflict resolution skills with multiple stakeholders (i.e., CDE personnel, school district leaders, legislators, education advocates, board members), both verbal and written (i.e., technical/policy writing).

  • Successful administrative and management experience leading a change effort, including proven planning and execution skills.

  • Strong customer service orientation.

  • Ability to prioritize work and balance the urgent with the important (self management skills).

  • Understanding of and experience in interpreting and implementing state education policy.

  • Knowledge of and experience in using data to inform decisions, create work plans, and evaluate return on investment.

  • Experience working with and presenting for a large variety of audiences, including superintendents, educators, a board and/or other elected policy makers.

  • Bachelor’s degree or above in education, education policy or related field or equivalent experience.(Master’s or doctorate preferred.)

  • Minimum of 3 years of teaching/leadership experience or the equivalent in the P-12 education arena.

  • Minimum of 5 years of experience in senior/executive leadership in education and/or government setting.
