Position and Responsibilities Overview The Talent Acquisition Manager will be responsible for leading and contributing individually to the full lifecycle recruitment process, with an overall responsibility to attract, retain, develop, and engage a talented and diverse workforce for organizational excellence while ensuring regulatory compliance. This individual will lead specified RK Talent Acquisition team members by partnering with operational managers, supervisors, human resources operations, and the RK enterprise-wide Talent Acquisition team to provide full lifecycle recruiting support to the business. The selected individual will build and nurture strong business relationships and develop a deep understanding of the business, while ensuring timely delivery on assigned requisitions. This person will also execute strategic employment marketing initiatives with the team, fostering meaningful, long-term relationships with key stakeholders in high schools, trade schools, community colleges, and universities to build a successful pipeline of Relationship Management: This individual serves as the primary point of contact and subject matter expert for specified business operation units. Develops and maintains strong relationships with business operators, HR staff, and educational/community partners. Creates and leads the execution of a customized Talent Acquisition (TA) strategy under the direction of the Director of Talent Acquisition and Workforce Planning. Delivery Management:

Collaborate with RK leadership on business initiatives and objectives, including human resources and strategic planning. Manage the implementation and administration of processes, including recruitment, selection, onboarding, compensation and benefits, diversity, retention, and regulatory compliance. Establish and achieve metrics, analyze data, and make recommendations for process improvement. Recommend interventions to align with and surpass organizational values and operating objectives. Assist in implementing retention strategies to meet business needs. Partner with organizational leaders to identify and establish career path opportunities. Ensure recruiters provide meaningful reporting on requisition status and applicant pipelines. Coordinate team participation in job fairs, local college/university recruitment events, and social media recruiting efforts. Partner with the RK Apprenticeship Team to promote the program and facilitate hires. Participate in strategic employment marketing and branding initiatives. Provide logistical support for hiring manager training on the Applicant Tracking System and interviewing techniques. Lead recruiters in engaging hiring managers to ensure effective and timely posting of positions. Engage with applicants in a professional manner consistent with RK values and provide support to walk-in, electronic, and telephone candidates. Manage and organize a high-volume workload while multitasking effectively. Serve as the lead recruiter for operational roles within specified business units. Oversee vendor management activities. Ensure compliant hiring practices and manage responsibilities for compliance and audit initiatives, including AAP, EEO, OFCCP, and WOTC programs. Participate actively as a member of the Human Resources team. Meet budget requirements while managing a centralized budget for retained searches and direct placement fees. Qualifications Direct sup rvision of a specified Recruitment team. Requires the use of advanced techniques and knowledge within the function. Applies diversified knowledge of applicable principles and practices to a broad variety of assignments. Makes independent decisions regarding complexities and methods. Provides supervision and guidance primarily on overall objectives, critical issues, new concepts, and policy matters. Acts as a liaison to groups within and outside of the organization, with responsibility to act independently regarding matters pertaining to the function. Previous experience leading an HR function is preferred but not required. College/university graduate with 10 years of relevant Human Resources and Talent Acquisition experience, including 5 years in a supervisory role, is required.
