This Work Unit exists to exercise principle responsibility for the Colorado Parks and Wildlife Species Conservation programs for wildlife species at risk (threatened, endangered, Species of Greatest Conservation Need, nongame) and the integration of those programs with CPW’s sport fish, game, and other programs through strategic, tactical, and operational planning and implementation of species conservation activities for all species as well as species-specific habitat management activities. Furthermore, the Work Unit exercises principle responsibility for conservation planning and implementation for sensitive biological and cultural resources on Colorado Natural Areas. Particular emphasis is placed on securing current threatened and endangered species and/or other species at risk and habitats such that the need to classify them as threatened or endangered is reduced or eliminated, as well as identifying and recommending conservation actions for securing biological and cultural resources on Natural Areas. This is accomplished by the formation of partnerships, cooperative ventures, and other collaborative relationships with diverse governmental and non-governmental interests, both within and outside Colorado Parks and Wildlife, and within and outside the state of Colorado (most species have distributions that cross state boundaries). Governmental interests include local, state of Colorado, other state, and federal agencies. Non-governmental interests include private landowners as individuals or organizations, and economic, conservation, environmental, and sportsmen’s organizations.
Description of Job
This position is recognized by senior and executive management and serves as CPW’s senior authority regarding the recovery and conservation of rare plant species (especially threatened, endangered, those petitioned for listing, and declining species). Responsibility as a senior authority includes formulating and developing strategic rare plant conservation program goals and objectives for consideration and adoption by CPW management and/or Colorado Parks and Wildlife Commission; and developing, coordinating and overseeing rare plant species conservation program implementation. As the agency’s statewide expert for rare plant species, the position has direct impact outside of the organizational boundaries of CPW influencing policy and program formulation within DNR, other state agencies, other states, Federal agencies, and private organizations on issues directly or indirectly related to the conservation, preservation, and enhancement of threatened, endangered, petitioned, and declining plant species and their habitats.
Program Design and Development
On an ongoing basis, formulates, recommends, reviews, writes, comments, and consults with other affected interests outside of the agency on CPW statewide directives, regulations, management and budgetary guidelines and strategies for effective and consistent implementation of rare plant species’ conservation programmatic goals and objectives. Recommends and justifies statewide program goals, strategies, and objectives for consideration by the Terrestrial Section and other state wildlife managers in the formulation and execution of numerous operations plans and long-range plans (e.g., Parks and Wildlife Commission’s Long Range Plan, State of Colorado’s State Wildlife Action Plan). Position ensures such plans are consistent with Division, Department, and State policies, statutes, and regulations.
Program Oversight
Serves as principal liaison between Terrestrial Section and other CPW Sections for rare plant conservation issues within the Division. Develops narratives, progress reports, and summaries and recommends actions to correct exceptions between planned and actual performance as they pertain to statewide rare plant species conservation program goals and objectives. Oversees implementation and adaptive management for Colorado’s State Wildlife Action Plan for rare plant species and habitats within the Division and among external stakeholders.
Technical Expertise and Agency Representation
Compiles and analyzes technical data on rare plant species and maintains technical knowledge through review and evaluation of professional literature and programmatic reports; disseminates technical information on rare plant species (especially threatened, endangered, petitioned for listing and declining) and provides technical counsel to other Division personnel; leads species status assessments that influence federal listing, down-listing and delisting processes under ESA, and state designations of threatened, endangered and special concern; represents CPW and Colorado on federal recovery teams and multi-agency / multi-state program biology committees as technical expert; and leads development and justification for species’ recovery goals and objectives within Colorado.
Represents Colorado Parks and Wildlife at statewide and regional levels as range-wide rare plant species expert and information source for strategic rare plant species conservation issues and programs; serves as the principal technical representative for CPW on rare plant species conservation issues at multi-agency, multi-state forums or committees or coordination teams for declining wildlife species (Examples - Colorado Natural Heritage Program, Colorado Natural Areas Program, Rare Plant Technical Committee)
Planning and Budgeting
This position will develop and adhere to Species Conservation of Invertebrates and Plants (SCIP) planning standards for use by cost center management in preparation of annual work and budget plans to meet program objectives. The position guides, reviews, evaluates and analyzes Terrestrial Branch and other agency-wide work plans to determine progress toward goals and objectives. The position recommends resource reallocations where warranted to meeting priority program objectives. The position develops purchasing agreements and manages budgets necessary to acquire materials and personal services for rare plant conservation. Prepares required reports for annual/periodic budget and planning updates.

A combination of related education in Botany, Ecology, Horticulture, Conservation Biology, Forestry, or a closely related field and/or relevant experience in an occupation related to the work assigned equal to nine (9) years
Substitutions
- Additional appropriate education will substitute for the degree requirement on a year-for-year basis.

At least a Master’s Degree in Botany, Ecology, Horticulture, Conservation Biology, Forestry, or a closely related field.
Conditions of Employment
State of Colorado residency is required at the time of application.
Must possess and maintain a valid state of Colorado driver's license if operating a State vehicle.
Periodic in and out of state travel required. Typically <2-4 days/month but may periodically be more.
