Purchase a wide variety of technical, non-technical items, materials and services. Identifies sources, issues solicitations, recommends and/or selects vendors, and initiates Purchase Orders, contracts and Blanket Purchase Orders as assigned. Administers service, maintenance, and small construction contracts. Duties & Responsibilities: ESSENTIAL: Prepares solicitation documents (IFB's, RFP's & RFQ's), develops source lists, determines requirements needed to support procurements, advertises procurements and distributes solicitation documents to identified sources. Reviews assigned purchase requisitions and works with end users regarding requirements, Statement of Work, specifications and delivery schedule. Recommends methods of procurement, type of contract, changes and/or substitution as needed. Receives and analyzes quotations, bids or proposals for goods and services and recommends or approves award of the Contract/Purchase Order, ensuring that all purchases comply with the organization and FTA policies and accepted trade practices. Enters data on Purchase Orders, Contracts, and changes into the Oracle Purchasing System. Carries out necessary follow-up and expediting activities to insure delivery and contract performance as required by Purchase Order, or Contract or BPO terms and conditions. Responsible for maintaining regulatory knowledge and expertise regarding contracting for the organization to include laws, regulations and policies pertaining to the procurement process.

OTHER: All other job-related duties as assigned. QUAIFICATIONS: High School Diploma or equivalent; Associates Degree in Business or related field preferred. Minimum three-years experience in procurement, preferably in the public sector. KNOWLEDGE, SKILLS & ABILITIES Proficiency in preparing solicitations, contracts, cure notices, cancellations, and terminations. Proficiency in laws and procedures governing procurement of goods and services and federal procedures for buying services. Proficiency in standard shipping and traffic practices. Proficiency in market pricing of goods and services. Proficient with Microsoft Office Suite and Oracle Purchasing experience preferred. Ability to communicate effectively, orally and in writing. Ability to use sound judgment and maintain confidentiality. Ability to manage time and workload effectively which includes planning, organizing, and prioritizing with attention to details.
