ICF Senior Program Manager / Firm-Fixed Price exp - Disaster Management in Dallas, Texas

Senior Program Manager - Disaster Management is responsible for leadership, delivery, and oversight of complex disaster management technology solutions built and operated by ICF. In addition, you will be responsible for developing and managing relationships with clients to ensure close collaboration on existing engagements and to develop future business opportunities.

The ideal person would have a minimum of 5 years of experience managing large scale projects firm fixed price contracts.

The successful candidate will be a strong leader who combines an entrepreneurial mindset and practical 'get it done' work style with deep subject matter expertise in IT solution delivery, including business requirements, human-centered design, development, quality assurance, implementation, operations, agile program, and project management. Exposure to large-scale state and/or federal programs and initiatives and services, managed services, or information technology operations is fundamental to this position. Applicant must possess superb communication, analytical, and time management skills. In addition, they must demonstrate the ability and desire to continually learn new technologies in a changing environment; analytical and problem-solving way of thought; and overall resilient, flexible, and enthusiastic personality.

The ideal candidate has at least ten years of experience providing IT program/project management services and leading IT solutions built on low-code platforms with multiple integration points and a complex stakeholder network.

The work location will be Hybrid in Austin, TX.

Key Responsibilities:

  • Own end-to-end delivery accountability by driving engagements/programs to successful completion.

  • Engage with client leadership to ensure proper expectation setting and alignment on plans, objectives, and priorities.

  • Strategize, implement, and maintain program initiatives that meet the customer’s objectives.

  • Manage team performance and delivery in accordance with the contract type, terms, and deliverables with a focus on firm-fixed-price contract types.

  • Create and maintain integrated program/project plans and schedules, including delivery roadmaps and risk management plans.

  • Develop and manage teams' priorities and activities to focus on delivering high-value client outcomes, adhering to high standards, and on-time delivery to the customer.

  • Design and lead cross-functional teams with the skills and expertise needed, including dedicated team members and subject matter experts.

  • Coordinate with the Solution Architect, team leads, people managers, and resource managers to ensure the cross-functional team is staffed for delivery success.

  • Manage customer expectations and maintain close relationships with the customer base at several levels to solicit feedback, resolve issues, and achieve customer satisfaction by being a trusted advisor and proactive communicator.

  • Anticipate and identify risks, issues, and threats in collaboration with key stakeholders to proactively mitigate—evaluate alternatives and implement the chosen alternative solution.

Minimum Qualifications:

  • Bachelor’s degree

  • 10+ years of experience in agile program/project management, focusing on IT systems and software development.

  • 5+ years of leading enterprise scale, complex technology programs successfully.

  • 3+ years of proficiency in project management software tools and collaboration platforms.

  • Ability to travel to Austin, TX, up to 50%.

  • U.S. Citizenship required (required by federal government for position)

Professional Skills:

  • Excellent communication, collaboration, team building and relationship management skills.

  • Ability to tailor communications to business partners, senior executives, and strategic partners.

Preferred Qualifications:

  • 5+ years of disaster management experience.

  • 5+ years managing firm-fixed-price contracts.

  • Possess one or more certifications: PMP, CSM, Scaled Agile.

  • The ability to work closely with and explain technical concepts/solutions to non-technical client stakeholders.

  • Demonstrated ability to manage the details of complex programs/projects to drive them to fruition.

  • Strong knowledge of supply chain systems, Enterprise Resource Planning (ERP) systems, state accounting systems, and related technologies.

  • Capable of gaining support for initiatives through influence and use of business rationale

  • Proven ability to make and implement tough decisions.

  • Prior experience serving as a consultant to government clients.

  • Proficient in Low-code platforms, SaaS, PaaS, and IaaS offerings.

Pay Range - There are multiple factors that are considered in determining final pay for a position, including, but not limited to, relevant work experience, skills, certifications and competencies that align to the specified role, geographic location, education and certifications as well as contract provisions regarding labor categories that are specific to the position. The pay range for this position is:

$100,034.00 - $170,058.00
