Position Description

Primary purpose:

  • Manage the Cortez, Colorado Control Center to ensure safe and efficient operations of the pipeline systems in the CO2 Business Unit Transportation Operations. The CO2 Business Unit Transportation Operations include crude oil and CO2 DOT regulated pipelines. This position will also provide leadership and technical guidance to the Pipeline Controllers.

Essential duties and responsibilities:

  • Direct Control Center operations to achieve goals within budgeted funds and available personnel.

  • Prepares for Regulatory Audits and works with other Business Units on procedure consistency.

  • Participate and Lead Incident Investigations.

  • Ensure that all Control Center Policies and Procedures meet PHMSA Control Room Management (CRM) regulations and other local regulatory agencies where the CO2 Transportation Pipelines are operated.

  • Participate with API and/or other Committees as required.

  • Assist field Operations, EHS and Compliance with regulatory agency reporting, recording of incidents in databases and maintaining Emergency Response Line (ERL) contact information.

  • Work with Engineering and Operations to evaluate new projects and coordinate information systems and data communications with the IT and SCADA Departments.

  • Provide support to staff members as it relates to: pipeline loss/gains, product quality, product accounting/ticketing, customer activity, and software development.

  • Consistently maintain and demonstrate a high regard for operational safety of the pipeline network, for the safety of company assets, employees, and the general public.

  • Review and create operational procedures. Training Control Center Operations on how to operate with the pipeline understanding of the hydraulic profile of the pipeline systems.

  • Provide Management with Monthly and Quarterly updates.

  • Performs other related duties as assigned.

    Position Requirements

Compensation: Pay Range: $166,000 to $249,000 This position includes a discretionary annual incentive plan. Job level and pay commensurate with experience and skill set.

Minimum requirements: Education:

  • High School degree required.

  • B.S. in Engineering, Science, or related degree preferred. Applicable industry experience and education may be considered as an equivalent.

Experience / Specific Knowledge:

  • Well-rounded background of progressively responsible experience in field operations and/or control center operations. (Minimum of 5 years of related experience).

  • Understanding of routine pipeline operating procedures and PHMSA (DOT) rules and regulations for the operation of hazardous liquid pipelines preferred.

  • Well versed in SCADA and personal computer operations.

  • Pipeline Hydraulics experience desired.

  • Background in 49 CFR PHMSA 195 with focus on 195.446 Control Room operations desired.

  • Background in API 1168 along with other related regulations and recommended practices for Hazardous Liquid Pipeline Control Room desired.

Certification, licenses, registrations:

  • A satisfactory driving record as determined by the Company and a current, valid State driver's license are required.

Competencies, skills, and abilities:

  • Proficiency with computer applications, including Microsoft Excel, Word, Project, and Outlook.

  • Well-balanced interpersonal skills and strong verbal and written communications skills are required.

  • Must be accountable and take direction from Director.

  • Focus attention on details; follow work procedures and policies.

  • Organizational skills and the ability to prioritize tasks are essential.

  • Must be a problem solver with the ability to find resolutions.

  • Must be self-motivated and capable of working with minimal supervision and/or direction.

  • Must be flexible and able to work effectively in a team environment and consistently maintain a professional and respectful demeanor/attitude with co-workers, clients, vendors, and regulatory agencies.

Physical demands:

  • Employee must be physically capable of completing and satisfying all training requirements as stipulated by local, state or federal agencies and/or Company Policy.

  • Majority of the work will be conducted from an office environment. Extended periods of sitting may be required for administrative activities.

    Working Conditions:

  • Must be available 24 hour/7 day per week basis for emergency response and supervision.

  • Position subject to 24 hour call-out, including nights, weekends, and holidays.

  • Overtime required and extended work hours in cases of emergencies.

    Supervisory responsibility:

  • Direct Supervision of Control Center Supervisor on a 24 hour/7 day per week basis.

This position may perform other duties as assigned.
