Northrop Grumman is currently seeking a Program Manager 2 for the Hypersonics Program in our Propulsion Systems Business Unit at Promontory, Utah.

Role description & Responsibilities:

The Program Manager will support program implementation and execution. Emphasis is in communication with external and internal customers and functional organizations, and overall management of group financial and contract commitments. The position is located at Promontory as part of the Missiles Program. Overall, the Program Manager will be responsible for executing existing programs and developing and executing business growth strategies. The Program Manager must also be able to occasionally travel to Bacchus and Clearfield.

Job Duties:

The Program Manager has the job duties listed below and is ultimately responsibility for:

Program Execution

• Execute the program successfully in management of safety, quality, schedule, technology and cost.

• Near-term focus (1-year) is Program Manager on relocation of CPS & MPBD Programs from Bacchus to Promontory. This includes requalification of both programs with the customers.

• Needs to understand the processing of energetic materials, solid rocket motors and their components.

• Continuously drive for results and challenge the status quo.

• Have the capacity to understand people and provide mentorship.

• Have proven ability to influence others.

• Ability to travel 20 - 25% of the time.

Company-Customer Interface

• Represent Northrop Grumman as a company (bringing the Northrop Grumman message to the customer; and integrating knowledge of the spectrum of Northrop Grumman capabilities with understanding of customer needs to promote Northrop Grumman).

• Service the customer by executing the program and resolving issues in accordance with business objectives, strategy, legal requirements, regulations, contract terms, and company policies.

• Balance the interests of the customer, Northrop Grumman, and employees.

• Manage program participation in working group meetings.

Program Team Management

• Provide overall leadership and direction to the program team (contracts, finance, Value Stream Element Team (VSET), engineering and operations) to include coaching team members, resolving conflict and contributing to performance reviews.

• Establish and communicate program priorities.

• Possess the proven ability to provide verbal and written information clearly, succinctly, and persuasively.

• Understand and manage change to the programs’ baseline.

• Meet master program plans and schedules by identifying and assessing risks, and initiating necessary corrective action.

Schedule Management

• Ensure that the Program is on schedule to the program milestones.

• Understand integrated master schedules (IMS), integrated factory schedules and Earned Value Management (EVM) principles.

Financial Performance

• Oversee budget management within the program and participate in monthly business management reviews.

• Forecast financial performance.

• Align program actions and communications to achieve maximum award fee.

Contract Structure & Pricing

• Assist in negotiating contracts, contract changes, contract pricing, contract terms and resolution of contract issues.

Technical Performance

• Drive technical excellence by setting program standards, working closely with the technical team and VSETs, balancing risk, and delivering performance.

Business Development

• Leverage the current programs to win new business.

• Manage the preparation of new proposals, follow-on proposals and change proposals to ensure they meet Northrop Grumman business strategy, is compliant, responds to customer needs, and provides a proper base for successful negotiations and program performance.

Job Qualifications:

Education and Experience Requirements

• BS degree in Engineering, Business or Finance.

• 9 years’ work experience.

• Work experience should include five (5) plus years’ experience in leading multiple discipline teams.

Preferred Experience:

• A working knowledge of solid rocket design, motor development and production.

• Familiarity with Bacchus/Promontory Value Streams.

• Understanding of Earned Value Management System and its application in managing PS programs.

• Experience in integration of the VSET concept with PS program execution. Experience with VSET management.

• A working knowledge of US Army and Navy programs and products.

• In-depth understanding of customer requirements, both technically and financially, to ensure customer needs are met.

• Familiarity and experience in managing ITAR data.

• Successful applicant must be a U.S. citizen.

• Ability to obtain a Secret Clearance

Salary Range: $131,200 - $196,800

The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.

Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
