The pay range for this position is $24.90 - $33.47 per hour

The State of New Hampshire, Department of Safety, Division of Homeland Security and Emergency Management has a full-time vacancy for Program Planner II, SOC Tittle 13-1110 MANAGEMENT ANALYSTS-2. This position has a 37.5 hour work week and is considered non-exempt. This is a grand funded position and subject to renewal every two (2) years.

SUMMARY:To coordinate the planning and implementation of the Hazard Mitigation Grant Program for the State of New Hampshire before, during and following emergencies, disasters and other events, to include management of grants from initial application to close out. Works for the Division of Homeland Security and Emergency Management (HSEM).

18 Months or 1.5 Years of additional relevant experience = Associate's degree

36 Months or 3 Years of additional relevant experience = Bachelor's degree

54 Months or 4.5 Years of additional relevant experience = Master's degree

MINIMUM QUALIFICATIONS:

Education: Bachelor's degree from a recognized college or university. Each additional year of approved formal education may be substituted for one year of required work experience.

Experience:Three years' experience in emergency management, homeland security, business or public administration, planning, training, or other field relevant to the position, with responsibility for program planning, monitoring and evaluation. Each additional year of approved work experience may be substituted for one year of required formal education.

License/Certification:Must have and maintain a valid driver's license.

PREFERRED QUALIFICATIONS:Knowledge of damage assessment procedures and criteria. Experience applying regulations and policies related to the delivery and closeout of infrastructure grant programs. Experience coordinating with internal and external representatives of different functional offices. Knowledge of state and local emergency operating procedures.

SPECIAL REQUIREMENTS:

  1. As necessary, must work an extended and/or flexible schedule, to include nights and weekends, and may be required to report for work with little notice during activation of the State Emergency Operations Center, or as otherwise determined by the Division of Homeland Security and Emergency Management/Department of Safety administration.

  2. Must carry a Department issued cell phone or other mobile notification device.

  3. Selected candidate will undergo a fingerprint-based background check and motor vehicle check in order to ensure suitability for exposure to confidential information.

RESPONSIBILITIES:

Informs local, state and private sector officials of available federal Hazard Mitigation grants, to include analyzing and interpreting eligibility information. Provides training and technical assistance to eligible applicants regarding the application process.

Researches hazard mitigation disaster data and develops reports for use in preparing the Divisions disaster-related budgets and public assistance grant applications, ensuring that funds are appropriately accepted and expended to local communities and state agencies involved with mitigation projects.

Maintains and monitors accurate and up-to-date financial and programmati records of each applicant/sub-recipient and the respective Hazard Mitigation grants, including their respective financial sub-recipient monitoring portfolio.

Maintains a close working relationships with HSEM staff, State agencies, municipalities and federal agency representatives to ensure continuity of program compliance and information sharing. Has knowledge of and uses GIS data kept in NHVIEWW.

Provides oversight to communities with funded projects to ensure compliance with federal and state program regulations and policies and coordinates and documents initial and closeout site visits. This includes ability to identify cost-effective mitigation projects to be funded or recommended to be funded in the various hazard mitigation assistance programs and the ability to identify high risk areas in communities.

Coordinates and consults with other state and local officials regarding existing and proposed programs, activities, and projects in order to track programmatic and financial activities related to disasters and ensure compliance with federal and state guidelines. Ensures continued eligibility of ongoing projects and programs.

Maintains proficiency in computer systems, management of databases and office software, as appropriate to ensure effective and efficient recordkeeping and business operations. Attends conferences, meetings, and workshops in order to stay abreast of best practices and network with stakeholders.
